Village of Rockton Public Works Committee met Sept. 2.

Here are the minutes provided by the committee:

Chairman Baumgartner called the regular meeting of the Public Works Committee to order at 5:30 pm. Members present: Mayor Peterson, Dan Barber, Dan Baumgartner, Don Self and Jamin Unger Staff present: Sally Bennett & Adam Bunge

Absent: Dave Bennington

Motion by Mr. Unger, second by Mr. Bennington, to waive the reading of and approve the minutes of August 18, 2025. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

VILLAGE ENGINEER – ADAM BUNGE

Village Engineer Adam Bunge gave his report. A copy of the engineering status report is on file with the Village Clerk’s office.

MAYOR – JOHN PETERSON

Mayor Peterson advised the Committee that eight addresses on Broadmoor Road received a letter from South Beloit in reference to the quarry behind their homes wanting to produce asphalt. Mayor Peterson said that there wasn’t a quorum present for the meeting that was supposed to be held in South Beloit and that it was rescheduled for September 17th. Mayor Peterson inquired if anyone from the Village wants to attend the meeting since it affects the Wingate Subdivision.

Mayor Peterson stated that he spoke to Hendricks Property Development one more time in regards to the Sonoco property. Mayor Peterson said that they aren’t interested at this time, but inquired if the Village was interested in purchasing the property across from the high school for $550,000. Mr. Barber commented that this would be a good location for a future sewer plant and advised the Committee that the Village needs to get going on this because it’s extremely important. Mr. Baumgartner agreed that the Village needs to have a plan.

BUILDINGS AND PARKS – DAN BAUMGARTNER

Mr. Baumgartner discussed waiving the formal bid process and the purchase requisition for Renosys for a PVC membrane for the Walt Williamson pools. Mr. Baumgartner stated that the cost of the new liners is $99,584 and that this is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

Mr. Baumgartner added that the purchase requisition for Roscoe Garage Doors for repairs at the Public Works building in the amount of $15,400 is also up for approval at the Village Board meeting. Mr. Barber stated that this is to repair the springs on the remaining five garage doors and that this was budgeted for. The Committee was okay with this.

WATER, SEWER, & GARBAGE – JAMIN UNGER

Mr. Unger discussed Well #10 with the Committee. Mr. Barber stated that the Village needs a new well and that he is meeting with a company on Thursday to look at it. Mr. Barber said that he wants them to do some tests (shallow well/deep well) and televise it as well. Mr. Barber stated that he spoke with the

IEPA about his and that the pumphouse should be done by the end of January. Mr. Barber added that the Village can haul in water if it was necessary (approximately 20 trucks/day), but it would be very expensive. Mr. Barber advised the Committee that once he finds out the cost to do the tests and televise the well he will be calling around for a consensus.

Mr. Unger also discussed setting a fine for the illegal water hook-up at 512 Williamson Parkway. Mr. Barber stated that the developer has a hose running to supply water to the home that is under construction and that he has a photo of this with two water meters (regular meter and irrigation meter) laying on the ground next to it. Mr. Barber said that the developer has been in violation for 99 days and that he can be fined up to $750/day for this. Mr. Barber stated that he needs to notify the developer about the fine, but he wanted to discuss this with the Committee. Mr. Unger said that everyone needs to be on board with the fine and that he thinks the developer should get hit hard so that he doesn’t do it again. Mr. Unger said that he would like to discuss this with the entire Village Board in two weeks.

Mr. Barber stated that the low bid for the ARPA water main river crossing and path was from N-TRAK Group in the amount of $911,825.45 and that the low bid is up for approval at the Village Board meeting later in the evening. The Committee was okay with this.

Mr. Barber advised the Committee that the approval to purchase expansion tanks for the Blackhawk water main project in the amount of $25,000 is also up for approval at the Village Board meeting. Mr. Barber said that Northern Illinois Services gave us a price to do this and that it has to get done (per Winnebago County), but that this can be included in our reimbursement for the project. The Committee was okay with this.

STREETS AND WALKS – DAVID BENNINGTON

Motion by Mr. Baumgartner to approve $5,400 for the Hawick Street project (on Prairie Street), second by Mr. Unger. Roll call. All Ayes. Motion approved 2-0.

Mr. Baumgartner stated that Ordinance 2025-27: An Ordinance Amending Section 95.05 Excavations Under Village Rights-of-Way and Property, of Chapter 95 Streets and Sidewalks, of Title IX General Regulations, and Amending Section 151.062 Utility Easements, of Chapter 151- Subdivision Regulations, of Title XV Land Usage of the Code of Ordinances for the Village of Rockton, Illinois to Regulate Construction in Rights-of Way is up for approval at the Village Board meeting. Mr. Barber said that he talked to Atty. Szeto about this and with all of the fiber companies coming through the Village, there isn’t enough room in the Village’s rights-of ways for all of it. The Committee was okay with this.
