City of Carlyle Water & Sewer Committee met Sept. 8.

Here are the minutes provided by the committee:

Call to Order

The meeting was called to order by Chairman Scott Diekemper on Monday, September 8, 2025, at 6 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Scott Diekemper and Mike Jansen. Jeremy Weh was absent. Others present included Stephanie McQuade, Jack Kahrhoff, Brad Knolhoff, Andy Diekemper, Jim McClaren, John Hodapp, Bruce Hilmes, Brad Myers, Andy Wennerstrom, Brandon Pieron, and Martha Reinkensmeyer. 

Approval of Minutes

After reviewing the minutes from the August 25, 2025, meeting, Mike Jansen made a motion to approve the minutes. Scott Diekemper seconded the motion. After a voice vote, all were found in favor. 

Sale of Surplus Vehicle – Truck

The Water Department has a 2005 K2500 Silverado truck that is currently sitting at the Street and Alley Department. It has not been used in quite a while and can be declared as surplus. He is asking the committee to forward the ordinance declaring the truck as surplus to council. If approved, sealed bids for the truck will be taken until October 8, 2025. Mike Jansen made a motion to send the ordinance declaring the 2005 K2500 Silverado truck as surplus to council. Scott Diekemper seconded the motion. 

Ordinance – Water Rate Increase

Brad stated that this has been discussed at a prior meeting. He reviewed the ordinance with the committee. The recommended water rate increase comes from the water rate study done by Illinois Rural Water Association. By increasing the water rates, the city will prove it has sufficient funding to receive any future IEPA loans. The study suggested the city should charge $3.40 per 1,000 gallons for water and sewer for the first 10,000 gallons. Over 10,000 gallons, $2.96 will be charged per 1,000 gallons. These changes apply to water sold inside city limits. Water sold outside city limits will increase to $4.12 per 1,000 gallons for the first 10,000 gallons. Over 10,000 gallons the rate will be $3.75 per 1,000 gallons. Currently, the city charges per 2,000 gallons for water and sewer. The city will also increase the rates by five percent for the next five years. The rate increases will go into effect on January 1, 2026. At the end of five years, the rates will be reviewed again.

New Business

Stephanie McQuade, Jack Kahrhoff, Brad Knolhoff, and Andy Diekemper attended the meeting representing the Carlyle North Water District. The water district is hoping to make an emergency connection to Breese water near Frogtown. Also, this area has low water pressure and North Water District would like to allow Breese to supply this area. The district would also like to establish an emergency connection with Bond/Madison Water on the south side of Keyesport Road. A discussion was then held on how IEPA wants all systems to interconnect in case of emergency situations. It was determined that this discussion should be placed on a future agenda for further review/discussion.

Adjournment

With no further business to discuss, Mike Jansen made a motion to adjourn. Scott Diekemper seconded the motion. After a voice vote, all were found in favor.
