9. Petition:
9a. By Sheridan Swim Team requesting permission to conduct a raffle and have the bond requirement waived from October 27, 2025 through December 5, 2025. The City Clerk recommends approval of the permit.
10. Sales Tax Report – July, 2025 - $1,266,354.57
11. Home Rule Sales Tax Report – July, 2025 - $1,141,932.86
12. Resolutions:
12a. Planning Director recommending approval of spending up to $83,000, in SRRP funding, for engineering/design for an elevator at the Quincy Senior & Family Resource Center at 639 York.
12b. Public Works Director and Utilities Committee recommending approval to enter into a three (3) year contract in the amount of $7,300.00 with Enterprise Subscription Services Agreement with Crisis24 for mass communication subscription services.
12c. Public Works Director recommending approval of the low bid in the amount $83,692.00 from Terstriep Tree Service of Quincy, IL for removal and disposal of up to thirty-six (36) dead or diseased trees on City right-of-way.
12d. Public Works Director and Utilities Committee recommending approval of the invoice in the amount of $27,800.64 from Richards Electric Motor Company of Quincy, IL for the emergency pump replacement and repair at the south Quincy Lift Station.
12e. Public Works Director recommending approval of the invoice in the amount of $20,828.12 from Awerkamp Machine Company of Quincy, IL for the installation of bearings on the Wet Weather Screw Pump #3 at the Waste Water Treatment Plant.
12f. Quincy Fire Department recommending approval to purchase a fire safety trailer proposed by the Dinges Fire Company utilizing the Sourcewell purchasing group in the amount of $235,562.56, with a 5% required match in the amount of $11,247.29 of a FEMA grant.

13. Resolution:
13a. Information Technology Director and the Technology Committee recommending approval of a proposal from Adams Experts for a network evaluation in the amount of $15,000, with the added stipulation that the number of hours provided not exceed 100 and that the total cost not exceed $15,000.
14. Ordinances:
14a. Adoption of an Ordinance entitled: An Ordinance Amending Sections 45.191, 45,194, & 45.195 Of Chapter 45 (Finance) Of The Municipal Code Of The City of Quincy of 2015 (Reduce the number of available LEGUP Grants from 4 to 2. Set the maximum amount for a LEGUP grant to $10,000 instead of the sliding scale).
14b. First presentation of an Ordinance entitled: An Ordinance Amending Title XI (Business Regulations) Of Chapter 119 (Mobile Home Parks) Of The Municipal Code Of The City Of Quincy of 2015. (To set standards and regulations to hold the park owners responsible for maintaining their parks.)
