City of Loves Park City Council met Oct. 6.

Here are the minutes provided by the council:

Alderman Owens moved to appoint Alderman John Pruitt as Temporary Chairman. Second by Alderman Jim Thompson. Motion carried. 8 Ayes (Alderman Allton, Owens, John Jacobson, Little, Dan Jacobson, Thompson, Peterson, Laudicina) 1 Present (Alderman Pruitt) 1 Absent (Alderman Schlensker)

Temporary Chairman Pruitt was seated.

City Treasurer John Danielson opened the meeting with an invocation, followed by the Pledge of Allegiance.

1. APPROVAL OF CITY COUNCIL MINUTES

The Journal of Proceedings for the regular meeting of September 15, 2025, was approved as submitted by the City Clerk on a motion by Alderman Little. Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina) 1 Absent (Alderman Schlensker)

2. COMMUNICATIONS, MAYOR’S REPORT & ANNOUNCEMENTS

3. SPECIAL EVENT PERMIT FOR DOGWOOD FALL FESTIVAL

Received a Special Event Permit application from Dogwood Pet Hospital, 4102 Mulford Road to hold a Fall Festival in their parking lot on Saturday, November 1, 2025, from 1:00 p.m. to 4:00 p.m. Referred to Alderman Thompson of the Codes and Regulations Committee.

4. THANK YOU NOTE

Received a thank you note from Loves Park Grade School Principal Mike Valentine, school staff, and students. Placed on file.

5. COMMERCE COMMISSION HEARING

Received a notice from the Illinois Commerce Commission of a hearing regarding Commonwealth Edison, to be held on October 9, 2025, via WebEx. Placed on file.

6. BRIAN KUNCE FUNDRAISER

A fundraiser will be held for Deputy Fire Chief Brian Kunce at the Loves Park VFW on October 11, 2025 from 6:00 p.m. to 11:00 p.m.

7. SNOW PLOW RODEO

A Snow Plow Rodeo will be held at Loves Park City Hall on October 17, 2025 from 8:00 a.m. to 12:00 noon.

8. DOC’S DINER FUNDRAISER

A Doc’s Diner Fundraiser will be held at Neighbors Bar on October 18, 2025 from 8:00 a.m. to 12:00 noon.

9. DOC’S DINER TRUNK OR TREAT

Doc’s Diner will hold a Trunk or Treat on October 19, 2025 from 3:00 p.m. to 5:00 p.m. 10. APPROVE PAYMENT OF BILLS

Alderman Mark Peterson presented the General Fund and all other bills dated October 6, 2025, in the amount of $2,367,193.12 and moved that they be paid. Second by Alderman Dan Jacobson. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina) 1 Absent (Alderman Schlensker)

12. WATER FUND BILLS

Alderman Mark Peterson presented the Water Department bills dated October 6, 2025, in the amount of $549,231.60, and moved that they be paid. Second by Alderman Dan Jacobson. Alderman Peterson of the Finance and Administration Committee presented the minutes from the committee meeting held on September 15, 2025, to be placed on file. Alderman Peterson announced that Ordinances 20 and 21 on this evening’s Agenda will be held over until the next council meeting.

Alderman Owens of the Community Development Committee presented the minutes from the committee meeting held on September 15, 2025, to be placed on file. Alderman Owens announced that Ordinance 19 on this evening’s Agenda will be held over until the next council meeting.

20. PURCHASE OF TRUCK AND EQUIPMENT

Alderman Peterson presented the following Resolution and moved for its approval, RESOLVED, that the Public Works Director is hereby authorized to purchase an International 2026 HV607 SBA chassis from Lakeside International 1212 Asche Ave., Rockford, Illinois 61109, for a cost of one hundred twelve thousand eight hundred and thirty dollars ($112,830.00). The Public Works Director is also authorized to purchase truck equipment from Bonnell Industries, 1385 Franklin Grove Rd, Dixon, Illinois 61021 for a cost of sixty thousand and eight hundred and nineteen dollars and 69 cents ($60,819.69). Funds for the purchase of the truck and equipment shall be drawn from Water Department Account No. 31-00-1540 (Cars & Trucks). Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina) 1 Absent (Alderman Schlensker)

RESOLUTION NO. 25-080

21. PURCHASE OF TRUCK AND PLOW EQUIPMENT

Alderman Peterson presented the following Resolution and moved for its approval, RESOLVED, that the Public Works Director is hereby authorized to purchase two International 2026 HV507 SFA chassis from Lakeside International, 1212 Asche Ave., Rockford, Illinois 61109 for a cost of two hundred fourteen thousand and three hundred dollars ($214,300.00). The Public Works Director is also authorized to purchase truck and plow equipment from Monroe Truck, 1051 W 7th Street, Monroe, WI 53566 for a cost of two hundred forty-one thousand five hundred twenty-two dollars ($241,522.00). Funds for the purchase of the truck and equipment shall be drawn from Street Department Account No. 01-11-8050 (New Equipment) in fiscal year 2027. Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina) 1 Absent (Alderman Schlensker)

RESOLUTION NO. 25-081

22. CHASTAIN ENGINEERING SERVICES

Alderman Peterson presented the following Resolution and moved for its approval, RESOLVED, that the Public Works Director is hereby authorized to hire Chastain & Associates, 6832 Stalter Drive #100, Rockford, IL 61108 for engineering services for future improvements at Material Avenue and Riverside Blvd. at a cost of sixty-one thousand four hundred eighty dollars ($61,480.00). Funds for the purchase will come from Account No. 01-11-8047 (Future Engineering Projects). Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina) 1 Absent (Alderman Schlensker)

RESOLUTION NO. 25-082

23. WATER MAIN REPAIR

Alderman Peterson presented the following Resolution and moved for its approval, RESOLVED, that the Water Superintendent is authorized to hire Northern Illinois Service Company, 4781 Sandy Hollow Rd., Rockford, IL 61109 to install a 100-inch water main bypass at the northeast corner of Forest Hills Village right of way, for the cost of $31,540.00. Funds shall be drawn from Account No. 31-00-1960 (Watermain Improvements). Second by Alderman Allton. Motion carried. 9 Ayes (Aldermen Allton, Owens, John Jacobson, Little, Dan Jacobson, Pruitt, Thompson, Peterson, Laudicina) 1 Absent (Alderman Schlensker)

Alderman Owens presented an ordinance providing for a Variance for the property known as 524 Theodore Street, and moved for passage of the ordinance. Second by Alderman Allton. ORDINANCE NO. 4740-25

26. GOOD OF THE ORDER

Temporary Chairman Pruitt welcomed back Alderman John Jacobson and wished Alderman Laudicina a happy birthday.

Alderman Thompson announced that October is Domestic Violation Month in the state of Illinois.

27. ADJOURNMENT

Alderman Allton moved that the meeting be adjourned. Second by Alderman Owens. Motion carried by voice vote. The meeting was adjourned at 6:16 p.m.
