Village of Machesney Park Board of Trustees met Oct. 6.

Here are the minutes provided by the board:

The meeting was called to order at 6:00 p.m. by Mayor Johnson.

I. Invocation was given by Pastor Anthony Mayard from First Born Ministry.

II. Pledge of Allegiance led by Trustee Jodi Stromberg.

III. Roll Call and Declaration of Quorum

Present: Mayor Steve Johnson, Trustees Julie Boggie, Neil Rote, Aaron Wilson, Terri Bailey, Joe Seipts, and Jodi Stromberg

Absent: None

IV. The Journal of Proceedings for the Regular Board Meeting from September 15, 2025, was approved per typewritten copies submitted by the Clerk's Office on a motion by Trustee Bailey and seconded by Trustee Boggie. Motion approved by voice vote.

V. Treasurer Deb Alms presented the Treasurer's Report as of September 8, 2025, which reflected the total of all funds to be $53,055,861.25. A motion was made by Trustee Wilson to accept the Treasurer's Report and seconded by Trustee Stromberg. Motion approved. On roll call: 7 ayes (Trustees Stromberg, Seipts, Rote, Wilson, Bailey, Boggie, and Mayor Johnson).

VI. Communications: None.

VII. Warrant: Trustee Wilson presented the warrant in the amount of $1,765, 189.70 and moved for its passage; seconded by Trustee Stromberg. Motion approved. On roll call: 7 ayes (Trustees Stromberg, Seipts, Rote, Wilson, Bailey, Boggie, and Mayor Johnson).

VIII. Administrative Reports

1. Mayor Johnson reported the following:

Mayor Johnson gave a gracious thank you to the village for allowing him to attend the 112th Illinois Municipal League (IML) conference.

• Mayor Johnson took the time to encourage all to come and participate in this years Touch A Truck on Saturday, October 25 held at the Machesney Town Center.

• Lastly, Mayor Johnson reminded everyone of the importance of shopping locally.

2. Attorney Tom Green had no report for the evening.

3. Village Administrator James Richter II had no report for the evening.

4. Finance and Human Resources Director Shannon Hansen had no report for the evening.

5. Community Development and Building Coordinator Izzy Mandujano had no report for the evening.

6. Public Works Director Mitch Hilden had no report for the evening.

7. Village Engineer Chris Dopkins reported the following three items:

• He gave an update to the 251 project, as work has begun to wrap up, with the Illinois Department of Transportation working quickly to complete the project

• He gave an update on the upcoming salt shed that has had walls now put up, flooring installed, and electrical work almost completed; roof installation is in progress.

• The Park 90 project is moving along and in its early phases, with work beginning as soon as next week.

8. Public Safety Deputy Chief Josh Gesner reported that on October 3 the

Sharif's Department targeted five gas stations suspected of selling alcohol to minors, with three of them in violation of selling alcohol to minors.

IX. Committee and Trustee Reports

1. District #1 - Planning & Economic Development Chair Joe Seipts reported from tonight's Planning & Economic Development meeting that they had one resolution (Resolution #69-R-25, Adopt Winnebago County Multi-Hazard Mitigation Plan) and five ordinances (Ordinance # 33-25, Zoning Map Amendment from the Single-Family Residential (R1) District to the Two-Family Residential (R2) District, 404 Pershing Ave; Ordinance #34-25, Zoning Map Amendment from the Single- Family Residential (R1) District to the Two-Family Residential (R2) District, 7805 Shore Dr; Ordinance #37-25, Special Use Permit for Outdoor Storage, 9929 Gregory Rd; Ordinance #38-25, Variance from Outdoor Storage Solid Fencing Requirement, 9929 Gregory Rd; and Ordinance #41-25, Text Amendment Adding Definition and Regulations for Mixed-Use Development) going to the next board meeting with a positive recommendation with two ordinances (Ordinance #35-25, Variance to Allow an Accessory Structure without a Principal Structure, 417 Marquette Rd. and Ordinance #36-25, Variance from Accessory Structure Size Regulations, 417 Marquette Rd.) going with a negative recommendation.

2. District #2 - Public Improvement & Safety Chair Jodi Stromberg reported that the Public Improvement and Safety Committee met and had one resolution (#67-R-25, Driveway Variance for 741 Brentwood Drive) going forward to the October 6, 2025 board meeting.

3. District #3 - Administration & Finance Vice-Chair Neil Rote had no report.

4. District #4 - Administration & Finance Aaron Wilson wanted to give the time to say thank you to the Village for allowing him to attend this year's Illinois Municipal League (IML) conference.

5. District #5 - Planning & Economic Development Vice-Chair Terri Bailey had no report.

6. District #6 -Public Improvement & Safety Vice-Chair Julie Boggie reported on the success of Pop Up in the Parks that took place on October 4, 2025 at the Machesney Town Center parking lot, with 130 different vendors and a great community turn-out for the day; a big thank you was given to public works and village administration. The second report given was regarding an issue a resident had within Boggie's district that was handled in a quick manner and efficiently.

X. Mayor Johnson noted that the next item is the Consent Agenda. Village Administrator James Richter II presented eight items for tonight's consent agenda:

1. Ordinance #28-25, Variance from Industrial Design Building Material Standards, 10714 N. Second St. (Final Reading)

2. Ordinance #29-25, Variance from Industrial Design Trash Enclosure Standards, 4920 Marlin Dr. (Final Reading)

3. Ordinance #31-25, Variance from Industrial Design Building Material Standards, 9911 Gregory Rd. (Final Reading)

4. Ordinance #32-25, Amending Chapter 20, Article IX, Soliciting (Final Reading)

5. Ordinance #42-25, Amending Chapter 2, Article II, Section 2-76, for the Procedure for Passing Ordinances (First Reading)

6. Resolution #65-R-25, Appointing Jackie Dietrich as the Authorized Agent for the IMRF

7. Resolution #66-R-25, First Amendment to Economic Incentive Agreement with Jordan Property Management, LLC

8. Resolution #67-R-25, Driveway Variance for 741 Brentwood Drive

Mayor Johnson called for a motion to approve the consent agenda. Motion was made by Trustee Stromberg and seconded by Trustee Boggie. On roll call: 7 ayes (Trustees Stromberg, Seipts, Rote, Wilson, Bailey, Boggie, and Mayor Johnson).

XIV. Mayor Johnson called for a motion to adjourn. Motion was made by Trustee Bailey and seconded by Trustee Boggie. Motion approved by voice vote. Meeting adjourned at 6:13 p.m.
