Winnebago Community Unit School District 323 and Rockford Public School District 205 reported the highest rate of students transferred for disciplinary reasons during the 2016-17 school year in Metro Rockford, according to the latest report from the Illinois State Board of Education.

In this analysis, the incident rate is calculated by dividing the number of incidents by district enrollment.
