City of Loves Park City Council met Aug. 20.

Mayor Gregory Jury called the meeting to order at 6:00 p.m.
Alderman John Pruitt opened the meeting with an invocation, followed by the followed by the Pledge of Allegiance.

The Journal of Proceedings for the regular meeting of August 13, 2018 was approved as submitted by the city clerk on a motion by Alderman Little. Second by Alderman Schlensker. Received a letter to Mayor Jury from Loves Park Fire Chief Philip R. Foley, retiring from his position as Fire Chief, effective August 20, 2018. Placed on file.
Received a block party request from Charles Churchville for Glen Abbey Drive, with amplified music, for Saturday, September 22, 2018, from 3:00 p.m. to 9:00 p.m. Referred to Alderman Peterson of the Codes and Regulations Committee.
Received a notice from Comcast of channel line-up changes, effective September 27, 2018. Placed on file.
Mayor Jury welcomed Police Chief Chuck Lynde and Dr. Stephen Minore to the council meeting. Chief Lynde announced that Dr. Stephen Minore has donated three dozen tourniquets to the Police Department so that police officers will have them available for emergencies. Mayor Jury and Chief Lynde thanked Dr. Stephen Minore for the donation in support of the city.
Dr. Stephen Minore commented that the tourniquets are state of the art and are also utilized by advanced military and swat teams.
Alderman Jacobson presented the Water Department bills dated August 13, 2018 in the amount of $26,649.38, and moved that they be paid. Second by Alderman Peterson. Alderman Allton presented the Police Department Report dated August 20, 2018, to be placed on file.
Alderman Schlensker presented the Water Department Report dated August 15, 2018; presented the Street Department Report dated August 20, 2018, to be placed on file.
Alderman Jacobson of the Finance and Administration Committee presented General Fund and all other bills dated August 20, 2018 in the amount of $155,628.28, for consideration at next week’s city council meeting; presented the minutes from the committee meeting held August 13, 2018, to be placed on file.
Alderman Schlensker of the Public Works Committee presented the Water Department list of bills dated August 20, 2018 in the amount of $40,112.95, for consideration at next week’s city council meeting.
Alderman Peterson of the Codes and Regulations Committee announced that a committee meeting will be held Tuesday, September 4, 2018, following city council.
Alderman Frykman of the Community Development Committee announced that a committee meeting will be held Monday, August 27, 2018, at 6:15 p.m.
Alderman Peterson moved to approve a Special Event Permit for Mark’s Auto Service, 5197 Torque Road, to hold a grand opening/customer appreciation event on September 5-7, 2018, from 7:00 a.m. to 6:00 p.m. Second by Alderman Warden. Alderman Frykman presented for second reading an ordinance providing for a Special Use Permit for a banquet facility at the property commonly known as 7155 Windsor Lake Parkway, and moved for passage of the ordinance. Second by Alderman Warden. Discussion: Alderman Pruitt commented that he has serious concerns with this Special Use Permit and will vote no. Alderman Warden presented for first reading an ordinance providing for a Class F Liquor License to LFJ, LLC dba The Parlor, 4001 N. Perryville Road, and moved to waive the reading of the ordinance as all aldermen have been provided copies. Second by Alderman Jacobson. Foley Severance Agreement

Alderman Jacobson presented the following resolution authorizing the Mayor to enter into a severance agreement with the retiring Fire Chief. WHEREAS, the City has received notice from Fire Chief Philip R. Foley, Jr. of his retirement and resignation effective August 20, 2018; and WHEREAS, the City has agreed to the payment of certain sums for as and severance for Mr. Foley’s transition to retirement; and WHEREAS, the City Council wishes to authorize the Mayor to negotiate an agreement and execute the same for a sum not to exceed $20,000.00 as and for the aforementioned severance. NOW, THEREFORE, BE IT RESOLVED, by the Mayor and the City Council of the City of Loves Park, County of Winnebago and County of Boone, Illinois, that by the adoption of this resolution, that the Mayor and the City Council hereby agree as follows:
1. The above recitals are hereby incorporated into this Resolution as if fully stated herein. 2. The Mayor is authorized to negotiate and enter into a severance agreement with Philip R. Foley, Jr. for a sum not to exceed $20,000.00 exclusive of any Workman’s Compensation Benefits to which Mr. Foley may be entitled. 3. Should any provision of this Resolution be declared invalid by a court of competent jurisdiction, the invalidity of such provision shall not affect any of the other provisions of this Resolution. 4. This Resolution shall be in full force and effect from and after its passage and approval. Second by Alderman Schlensker.
