Rockford Police Department issued the following announcement on Sept. 21.
ARRESTED: A Rockford man faces charges related to two separate, violent robberies in the City of Rockford. On Tuesday, August 28, 2018 at approximately 7:00 p.m., Rockford Police officers responded to Jasmine Pantry (2614 Kilburn Avenue) in reference to a robbery to the business where the clerk was beaten. The suspect fled with several items and cash. A 17-year-old male was originally identified as a possible suspect, but upon further investigation by detectives from the Violent Crimes Unit, it was determined the 17-year-old was not involved. Investigators were able to identify 20-year-old Joseph Collins as the suspect.
On Wednesday, September 19, 2018, SCOPE officers arrested Collins on an unrelated warrant. During the investigation, it was also determined that Collins was responsible for beating and robbing a pizza delivery driver in the 500 block of North Day Avenue on August 15, 2018.
Upon further review, the Winnebago County State’s Attorney’s Office authorized the below listed charges against Collins.

Robbery (Pizza Delivery)
Aggravated Battery (Pizza Delivery)
Collins was lodged in the Winnebago County Jail. The charges against Collins are merely accusations. He is considered innocent unless proven guilty in court.
