Here is the minutes provided by the council:

Call to order by Mayor Chamberlain.

1) Roll Call: Present: M. Borowicz, G. Crawford, W. Frank, M. Freeman,

T. Porter, T. Ratcliffe, D. Snow and C. Stevens.

Absent: R. Brooks and M. Sanderson.

Other staff members in attendance:

Budget and Finance Director Becky Tobin, Building Director Lesa Morelock, Public Works Director Brent Anderson, Community Development Planner Gina DelRose, Fire Chief Hyser, Police Chief Woody, City Attorney Drella and City Clerk Arco.

A) Approval of minutes of the regular meeting of the Belvidere City Council of September 17, 2018; as presented.

Motion by Ald. Snow, 2nd by Ald. Frank to approve the minutes ofthe regular meeting of the Belvidere City Council of September 17, 2018. Roll Call Vote: 8/ 0 in favor. Ayes: Borowicz, Crawford, Frank, Freeman, Porter, Ratcliffe, Snow and Stevens. Nays: None. Motion carried.

7) Approval of Expenditures: None.

8) Committee Reports & Minutes of City Officers:

A) Belvidere Police Department Overtime Report of September 11, 2018 through September 24, 2018.

B) Belvidere Fire Department Overtime Report of September 12, 2018 through September 25, 2018.

C) Minutes of Committee of the Whole— Public Safety and Finance and Personnel ofSeptember 24, 2018.

Motion by Aid. Snow, 2" d by Aid. Borowicz to approve the minutes of Committee of the Whole— Public Safety and Finance and Personnel of September 24, 2018. Roll Call Vote: 8/ 0 in favor. Ayes: Crawford, Frank, Freeman, Porter Ratcliffe, Snow, Stevens and Borowicz. Nays: None. Motion carried.

A) Ord. 4424H— 2" d Reading: An Ordinance Designating a Landmark to the Local Historic Register Hotchkiss House— 527 Pearl Street.

Motion by Aid. Frank, 2" d by Aid. Crawford to pass Ord. # 424H. Roll Call Vote: 8/ 0 in favor. Ayes: Frank, Freeman, Porter, Ratcliffe, Snow, Stevens, Borowicz and Crawford. Nays: None. Motion carried.

B) Ord. # 425H— 2" d Reading: An Ordinance Amending Chapter 150, Zoning Ordinance of the Municipal Code ( Small Wireless Facility).

Motion by Aid. Freeman, 2" d by Aid. Porter to pass Ord. # 425H. Roll Call Vote: 8/ 0 in favor. Ayes: Freeman, Porter, Ratcliffe, Snow, Stevens, Borowicz, Crawford and Frank. Nays: None. Motion carried.

C) Ord. 4426H— 2" d Reading: An Ordinance Granting a Special Use to Permit Accessory Outdoor Storage within the PI, Planned Industrial District( 675 Corporate Parkway).

Motion by Aid. Frank, 2" d by Aid. Snow to pass Ord. #426H. Roll Call Vote: 8/ 0 in favor. Ayes: Porter, Ratcliffe, Snow, Stevens, Borowicz, Crawford, Frank and Freeman. Nays: None. Motion

carried.

D) Ord. #427H— 2nd Reading: An Ordinance Approving a Replat Titled Plat 5 of Sager Corporate Park.

Motion by Ald. Snow, 2nd by Ald. Borowicz to pass Ord. #427H. Roll Call Vote: 8/ 0 in favor. Ayes: Ratcliffe, Snow, Stevens, Borowicz, Crawford, Frank, Freeman and Porter. Nays: None. Motion carried.

E) Ord. 4428H— 2nd Reading: An Ordinance Granting a Special Use to Permit Indoor Commercial Entertainment within the PB, Planned Business District 2195 North State Street).

Motion by Ald. Crawford, 2nd by Ald. Borowicz to pass Ord. #428H. Roll Call Vote: 8/ 0 in favor. Ayes: Snow, Stevens, Borowicz, Crawford, Frank, Freeman, Porter and Ratcliffe. Nays: None. Motion carried.

10) New Business:

A) Ord. # 429H— 1St Reading: An Ordinance Creating Education Preferences for Promotion within the City of Belvidere Police Department.

Motions forwarded from Committee ofthe Whole— Public Safety and Finance and Personnel of September 24, 2018.

A) Motion to approve the closing of State Street from the north side ofbridge to 130 South State Street ( PNC Bank) on October 7, 2018 from noon until 4 p.m. for the annual Fire Department Open House. Roll Call Vote: 8/0 in favor. Ayes: Stevens, Borowicz, Crawford, Frank, Freeman, Porter, Ratcliffe and Snow. Nays: None. Motion carried.

B) Motion to approve the fiscal year ending April 30, 2018 audit as presented by Sikich. Roll Call Vote: 8/ 0 in favor. Ayes: Borowicz, Crawford, Frank, Freeman, Porter, Ratcliffe, Snow and Stevens. Nays: None. Motion carried.

C) Motion to forward to City Council in ordinance form the Azavar audit findings and correction of loss revenues as it relates to natural gas. ( Pending Research).

D) Motion to approve the low bid from Aeration Works, in the amount of 128, 035 to complete the diffuser replacement project at the WWTP. This work will be paid for from the Sewer Depreciation Fund# 61- 1790. Roll Call Vote: 8/ 0 in favor. Ayes: Crawford, Frank, Freeman, Porter, Ratcliffe, Snow, Stevens and Borowicz. Nays: None. Motion carried.

E) Motion to approve the low bid from Cord Construction in the amount of 658, 700 to complete the city hall roof replacement project. Roll Call Vote: 8/ 0 in favor. Ayes: Frank, Freeman, Porter, Ratcliffe, Snow, Stevens, Borowicz and Crawford. Nays: None. Motion carried.

F) Motion to forward to City Council in ordinance form the selling of Municipal Parking Lot# 2 for $ 60, 000 to Ryan Crombie. Roll Call Vote: 7/ 1 in favor. Ayes: Freeman, Porter, Ratcliffe, Snow, Borowicz, Crawford and Frank. Nays: Stevens. Motion carried.

11) Adjournment:

Motion by Ald. Crawford, 2nd by Ald. Porter to adjourn the meeting at 7: 32 p.m. Aye voice vote carried. Motion carried.
