Approve The Committee Of The Whole Minutes: October 8, 2018.

Public Comment:

Presentation by the Girl Scout Troop 316 in regards to their service project of building bat houses in Baumann Park.

Trustee Reports:

Public Safety – Chairman Trustee Jeff Fustin. Unfinished Business:

New Business:

1. Committee discussion and possible committee action regarding an Intergovernmental Agreement with the City of Rockford for The Operation And Funding Of An Integrated Records Management System (RMS). Presentation of this IGA by Mr. Glen Trommels, Information Technology Director for the City of Rockford.

2. Committee discussion and possible committee action regarding an Intergovernmental Agreement with Winnebago County pertaining to IT support and services to the Cherry Valley Police Department.

3. Committee discussion and possible committee action regarding a Service Agreement with Payment Service Network INC. pertaining to the uses of their services for the online payment of Administrative Tow Fees.

1. Committee discussion and a motion that the Committee of the Whole approve

the sponsorship for the Keep Northern Illinois Beautiful (KNIB) 2019 Christmas Tree Recycling Program at a cost of $750.00 from line item 5170 Public Works.

2. Committee discussion and possible committee action regarding an Intergovernmental Agreement with Winnebago Geographical Services (WINGIS).

3. Committee discussion and a motion to send to the Village Board for (2) Public Works Employees, Chris Roskopp and Steve Haas, to attend the IAA (International Arborist Association) Conference in Tinley Park, Illinois on December 11 & 12, 2018. Cost for the seminar will be $530.00 from line item 5195 Public Works, Meal allowances are $200.00 from line item 5200 Public Works and the hotel costs are not to exceed $270.00 from line item 5200 Public Works. The total cost for this seminar is $1,000.00.

2. Continued committee discussion regarding a proposed Solar Farm Project between US 20 and I-90.

New Business:

1. Committee discussion and possible committee action regarding a request under Section 82-54 for a Special Use Permit under Section 82-234(b) of the Code of Ordinances for the Village of Cherry Valley, Illinois, for permission to construct and operate a convenience store for the property commonly known as 1410 South Bell School Road, Rockford, Illinois 61108.

Committee discussion and possible committee action regarding a request under Section 82-54 for a Special Use Permit under Section 82-234(b) of the Code of Ordinances for the Village of Cherry Valley, Illinois, for permission to sell package liquor for the property commonly known as 1410 South Bell School Road, Rockford, Illinois 61108.

2. Committee discussion and a motion to send to the Village Board the hiring of three (3) Snow Plow Drivers (Carrie Totten, Larry Gray and Karl Nolan) for the 2018-2019 Winter Season at an hourly wage of $20.00 per hour for a combined total of 100 hours from line item 5025 Public Works.
