City of Rockton Administration Committee met Nov. 19.

Here is the minutes provided by the committee:

Chairman Winters called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Adams, Arianne Honkamp, John Peterson and Dave Winters

Staff present: Tricia Diduch, Deputy Chief Hollinger and Jodi May

Absent: Chief Dickson

Motion by Mr. Peterson, second by Mrs. Honkamp, to waive the reading of and approve the minutes of November 5, 2018. All ayes. Motion approved 3-0.

PUBLIC COMMENT

None.

THE MAYOR – DALE ADAMS

Mayor Adams stated that he and Ms. Diduch met with John Groh and Andrea Cook in reference to the Rockford Region Go Guide and suggested that the Village consider investing in the magazine. Ms. Diduch estimated that they give out approximately 100,000 copies each year, but she could get a more accurate number. Ms. Diduch explained that this is a high quality magazine that would be targeting visitors in the area and that she will have more information in the next 6 months. Mayor Adams added that this magazine is located at the toll booth/welcoming center areas.

Mayor Adams advised the Committee that he has a thank you note from Keep Northern Illinois Beautiful that he will read at the Village Board meeting on November 20, 2018.

PUBLIC SAFETY & LEGAL – DAVE WINTERS, CHAIRMAN

Mr. Winters stated that Ordinance 2018-32: An Ordinance of the Village of Rockton, Illinois Amending Provisions of Chapter 118 of the Village Code of Ordinances Regarding Tobacco Products to Increase Minimum Fine Amounts for Violations by Minors is up for approval at the Village Board meeting on November 20, 2018. Mr. Winters said that the minimum fine was $10 and that is being increased to $50. Deputy Chief Hollinger stated that the fine was $10 15 years ago and that increasing the fine to $50 will make it worthwhile for the Village to collect. The Committee was okay with this.

Mr. Winters said that Ordinance 2018-33: An Ordinance Creating a New Section 95.06 within Chapter 95 of the Village of Rockton Code of Ordinances to Provide for the Regulation of and Application for Small Wireless Facilities is up for approval at the Village Board meeting. Mr. Winters stated that he spoke with Atty. Szeto and that this is an ordinance statewide that the Village has to pass. Mr. Winters said that this is for 5G service that will be coming and stipulates where it can be located and what the Village can charge. The Committee was okay with this.

Mr. Winters added that Ordinance 2018-34: An Ordinance of the Village of Rockton, Illinois Approving an Agreement with the Illinois Department of Transportation for the Purchase of Property Commonly Known as 110 N. Blackhawk Blvd. (Former Open Arms Lutheran Church Site) is up for approval at the Village Board meeting as well. Mayor Adams stated that the Village was able to purchase the lot for $22,000 and that Senator Dave Syverson was able to obtain funds from the state to cover the cost of the lot and pay for some additional work that needs to be completed. Mayor Adams said that the Village paid $2,200 and that the balance isn’t due until after the first of the year. The Committee was okay with this.

COMMUNITY DEVELOPMENT & BUDGET – JOHN PETERSON

Mr. Peterson discussed the 2019 Stateline Community profile magazine advertising with the Committee and stated that he didn’t feel it was necessary for the Village to pay for print advertising. No further action was taken.

Mr. Peterson said that he is starting to line up bands for the Rockton River Market. Mr. Peterson stated that there are 12 Wednesdays and it will cost approximately $6,000 for entertainment. Mr. Peterson added that Steve Shannon contacted him and inquired if a sound person was needed for the event. Mr. Peterson said that it would cost $200-$300 each week and that he didn’t feel that it necessary at this time. Mr. Peterson wanted to make sure the Committee was okay with him pursuing the bands. The Committee was okay with this.

ADMINISTRATION – ARIANNE HONKAMP

Mrs. Honkamp stated that Ordinance 2018-35: An Ordinance of the Village of Rockton, Illinois Amending a Policy Prohibiting Sexual Harassment is up for approval at the Village Board meeting on November 20, 2018. The Committee was okay with this.

THE CHIEF – STEVE DICKSON

Deputy Chief Hollinger stated that the sergeant’s agreement should be done soon.

Deputy Chief Hollinger advised that there were a couple of residential burglaries in Pinecroft Subdivision and that they were both resolved.

PLANNING AND DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch stated that the Jingle Bell Rockton event went really well and that the Small Business Saturday event is coming up this Friday and Saturday and several businesses are participating. Ms. Diduch said that the Rockton Christmas Walk is also coming up and that she feels the parade is much better organized this year. Ms. Diduch stated that she is also looking for volunteers for the Christmas Walk. Mrs. Diduch gave an overview of the events that will take place during the Rockton Christmas Walk weekend. Ms. Diduch also thanked the Public Works and Rockton Police Department for their assistance with the event.
