Rockford Police Department issued the following announcement on Jan. 23.
A Rockford man is now in custody following a fatal crash. On January 21, 2019, at approximately 12:45 a.m., Rockford Police officers responded to the 1200 block of North Alpine Road for a two-vehicle accident. Upon their arrival, officers learned the male driver of a silver car was traveling northbound on North Alpine Road when he rear-ended a gray, sport utility vehicle which was also northbound on Alpine Road. The driver of the SUV, a 38-year-old Rockford man, was pronounced dead at the scene. His name is not being released at this time. The passenger of the silver car was taken to the hospital with life-threatening injuries. The driver suffered non-life-threatening injuries.
The Rockford Police Department’s Traffic Investigations Unit conducted a follow-up investigation which revealed speed and alcohol as factors in the accident. The driver of the silver car, the at-fault vehicle, was identified as 25-year-old Joshua Thomas. The Winnebago County State’s Attorney’s Office reviewed the case and authorized the charges below. A warrant was obtained, and on Tuesday, January 22, 2019, Thomas was taken into custody.

Thomas was lodged in the Winnebago County Jail. The charges against Thomas are merely accusations, and he is considered innocent unless proven guilty in a court of law.
