WINNEBAGO COUNTY: Douglas Williams Charges

Winnebago County issued the following announcement on June 13.

Winnebago County State’s Attorney Marilyn Hite Ross announces charges against a Rockford man in reference to a murder that happened in April.

On April 7th, 2019, Rockford Police Officers were called to a home in the 600 Block of Alliance Avenue for a death investigation. Officers found the body of a deceased male inside the home. The victim was later identified as Samuel Randolph, 64 of Rockford. The Winnebago County Coroner’s Office conducted an autopsy and determined that Randolph died as a result of blunt force trauma to the body. Detectives conducted a follow up investigation that was recently reviewed by the Winnebago County State’s Attorney’s Office. As a result, First Degree Murder charges have been authorized against Douglas Williams (D.O.B. 1/13/1963). Williams is currently in custody at the Winnebago County Jail on unrelated charges. A $2 million warrant has been issued on the murder charges.

First Degree Murder is a Class M Felony that is punishable by a sentence of 20-60 years in the Illinois Department of Corrections with a possible extended term sentence of Natural Life followed by three years of Mandatory Supervised Release.

The charges are merely allegations and the defendant is presumed innocent until or unless proven guilty in a court of law.
