1. 2019-150-CR - Creation of Section 17-6 of the Code of Ordinances related to Nuisance fireworks use and open burning.

Alderman Chiarelli, on behalf of the Code and Regulation Committee, read in the committee report and placed it up for passage.

RESULT: ADOPTED [UNANIMOUS]

III. OFFICERS REPORTS

A. Alderman Thompson-Kelly

Alderman Thompson-Kelly shared that she has received numerous calls from residents regarding deceased animals on city streets and stray dogs roaming in neighborhoods. She indicated that when these individuals contacted Winnebago County Animal Services they were informed that Animal Services are no longer responding to animal control calls for the City of Rockford. Alderman Thompson-Kelly mentioned that she has been asked by several Winnebago County Board members what the City of Rockford is currently doing for their animal services. She stated she spoke with City Administrator Todd Cagnoni about the status of an agreement with Winnebago County Animal Services and that she understands the city is presently working on this matter. She expressed her concerns and desires to have this issue resolved quickly.

Mayor McNamara responded and stated he understands Alderman Thompson-Kelly's concerns and he assured her that the city is currently working on an agreement with Winnebago County Animal Services. He explained there are issues with the Board of Election also and that he is trying to work on these issues collectively. Mayor McNamara indicated he spoke with Chairman Haney last week and that Chairman Haney informed him that Winnebago County Animal Services sent a memo indicating that they were no longer picking up deceased wildlife and that they would only pick up deceased dogs and cats. He stated, to his knowledge, the City of Rockford and the surrounding communities were not notified of these changes until they occurred. Mayor McNamara stated he would continue to work towards a resolution and that he would keep the council members informed of any new developments.

Alderman Ervins mentioned he has a constituent that has a deceased deer in his backyard and he asked if there was any one the resident could reach out to for assistance.

Mayor McNamara replied that since the deer is on private property there is nothing the city can do at this time. He then explained that the City of Rockford Public Works Department only assists with deceased deer when they are on city streets.

B. Alderman Hoffman

Alderman Hoffman reported that there are only 30 residents left in Brewington Oaks. She indicated that 27 of those residents have already made arrangements and are finalizing their paperwork and the remaining residents have decided they want relocation vouchers. She stated that the buildings would be vacant very soon.

1. 2019-138-R - Championship Celebration Event

The date for this event is Saturday, June 29, 2019. The time will be 2:00 p.m. to 5:00 p.m. (roads will close at 7 a.m.; State Street closed at noon) The event location is the City Market Pavilion, 100 N. Water Street, East State Street from 2nd Street west to Wyman Street

Alderman Chiarelli, on behalf of the Code and Regulation Committee, read in the resolution. Alderman McNeely moved to suspend Rule 15, seconded by Alderman Durkee. MOTION PREVAILED with a voice vote (Aldermen Hervey, Rose, Beach and Beck were absent). The resolution was then placed up for passage.

1. 2019-139-R - Approval to accept the Illinois Law Enforcement Training and Standards Board Camera Grant in the amount of $250,000.00 to equip officers or vehicles with cameras. The grant must be approved and accepted within 45 days of the award date, or by June 30, 2019.

Alderman Frost, on behalf of the Finance and Personnel Committee, read in the committee report and placed it up for passage.

Alderman Frost, on behalf of the Finance and Personnel Committee, read in the committee report and placed it up for passage.
