Public Hearing - Pre-Annexation of 4640 Charles Street
Mayor McNamara called upon Alderman Chiarelli to conduct the Public Hearing. Alderman Chiarelli called the Public Hearing to order at 5:39 p.m. pursuant to 65 Illinois Compiled Statues 5/11-15.1-3 for the Pre-Annexation Agreement for the property located at 4640 Charles Street.
Alderman Chiarelli asked for questions or comments from the council members and the general public with regard to the Pre-Annexation Agreement. Hearing none, the Public Hearing was adjourned at 5:40 p.m.
The meeting returned to regular business at 5:41 p.m.

VII. OFFICERS REPORTS A. Mayor McNamara
Mayor McNamara indicated the Casino RFP would be going out this week. He reminded the council members that they received an email directing them to read and sign a form regarding ethics on the PowerDMS System. He encouraged them to complete the form and if they have any questions to contact the Human Resource Director Shurice Hunter.
Mayor McNamara thanked the Rockford Area Convention and Visitor Bureau (RACVB) for the tremendous job they did organizing the Championship Celebration in honor of Fred VanVleet and also the Jurassic Park Watch Parties during the final games. Mayor McNamara shared that Fred VanVleet gave an incredible speech and spoke to the youth of this community. He encouraged any council member that was not present at the celebration to take the time to watch Fred VanVleet’s speech on social media.
B. Alderman Hoffman
Alderman Hoffman expressed her feelings regarding the celebration in honor of Fred VanVleet and the impact he has made on this community.
Alderman Hoffman thanked Police Chief O'Shea and Assistant Deputy Chief Dalke for quickly providing her with information about an incident that occurred in her neighborhood.
Alderman Hoffman thanked Mayor McNamara and George Gaulrapp from ComEd for keeping her informed during the recent electrical outage. She mentioned that she was able to pass along the updates to residents that were without power.
Mayor McNamara reported that as of this morning, there were still 600- 900 residents without power and he stated that most of those individuals should have power by 7:00 p.m. tonight. He indicated there are a few areas that require additional work but that power should be fully restored to all residents by tomorrow morning.
C. Alderman Beck
Alderman Beck announced the annual Patriotic Concert would take place on Tuesday, July 2, 2019 at the Sinnissippi Music Shell beginning at 7:00 p.m. He mentioned the Rockford Concert Band would be performing a variety of patriotic music. Alderman Beck indicated in case of rain the concert would be moved to Harlem High School.
D. Alderman Rose
Alderman Rose mentioned that a young girl was hit by a car while she was riding her bicycle this week. He urged drivers to slow down in residential areas and be watchful for pedestrians and children playing.
