City of Rockford Code & Regulation Committee met July 8.

The invocation was given by Chaplain Kenneth Hendley of Free Will Baptist Church.
Mayor McNamara presented a Proclamation to Charlotte Hackin. Ms. Hackin was a renowned artist, educator, author, television show host and arts advocate who celebrated her 100th birthday on July 4, 2019. Mayor McNamara announced that it was "Charlotte Hackin Day."
Brandy Gardner
Ms. Gardner spoke about Narcissistic awareness, and stated that she has a large following. She also complained that she was not given a proclamation.
Prophet Yusef
Mr. Yusef quoted scripture and talked about the holy spirit.
Brian Linden
Mr. Linden spoke about his frustrations concerning garbage pick up, and stated that in his opinion, the City of Rockford should review their contract with Rock River Disposal.
John Brantley
Mr. Brantley quoted scripture, spoke about the role of a Precinct Committee Man, and he spoke about the incident that happened downtown on the 4th of July during the fireworks display.
Alisha Holliman
Ms. Holliman stated that she is a resident of Rockford Housing Authority. She thanked the City of Rockford, the Rockford Police Department, Rockford Housing Authority and John Brantley for cleaning up her neighborhood. She talked about the incident that happened downtown on July 4th. She stated that her son was not involved in the incident but had a firecracker(s) in his hand when he was, in her opinion attacked from behind by a City of Rockford Police Officer. She commented that in her opinion too much force was used resulting in visible injuries to her son. She reiterated that her son was not involved in the fight that broke out, and was not aware that he should not have firecrackers.
II. COMMITTEE REPORTS
1. Proposed Amendments to ICC Code Sections
Request by the Construction and Development Department to Amend Codes to Comply with Mechanical Review Board Recommendations
Ald. Chiarelli announced that some new information had become available, and to give the Committee time to review it, he was holding this item out.

2. Committee recommends approval of the request for an honorary street name change on Ogilby Road from South Central Avenue to Clifton Avenue to Homer Hempstead Road in honor of Homer Hempstead, the first African American Marine from Rockford, Illinois and one of the 20,000 African American men known as the Montford Point Marines. The Legal Director shall prepare the appropriate ordinance.
Jeremy Carter, Traffic Engineer explained that a request had been made for an honorary street name change honoring Homer Hempstead, the first African American marine from Rockford, and one of 20,000 African American men known as the Montford Point Marines.
Ald. Hervey commented that the request is in her ward and she supports it. She explained that she had done some research on the Montford Point Marines and was very impressed with what she found.
Ald. Durkee asked why the name change was limited to a few blocks, and not the entire length of the street.
Mr. Carter explained that the applicant specifically requested the blocks that were mentioned because this is where Mr. Hempstead's home was.
With no further business before the Committee, the meeting was adjourned.
