City of Rockton Budget and Finance Committee met June 4.

Here is the minutes provided by the committee:

Chairman Peterson called the regular meeting of the Budget & Finance Committee to order at 6:30 pm. Members present: Mayor Adams, Scott Fridly, Corine Hughes, John Peterson and Jaye Quimby

Also present: Chief Dickson, Cory Magnus, Jodi May and Atty. Szeto

Absent: Dave Winters

Motion by Mr. Fridly, second by Mr. Peterson, to waive the reading of and approve the minutes of May 21, 2019. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

SPECIAL WARRANT CONSIDERATIONS

Ms. Hughes stated that she has a bill for Rock River Disposal in the amount of $40,359.50. Ms. Hughes advised that there were incorrect postings of our payments and we were missing one statement and this is the amount on that statement. Ms. Hughes requested Rock River Disposal to email her a copy of the bill.

RECOMMENDATION OF PAYMENT

Bills were reviewed and recommended for approval in the amount of $214,255.35.

MAYOR ADAMS

Mayor Adams advised the Committee that he had a meeting today with the Rockford Park District and part of the conversation involved the casino. Mayor Adams said that it would probably be two or three years down the road, but that profits would be divided up to the surrounding municipalities according to statute. Mayor Adams said that 70% will go to Rockford, 5% to Loves Park and Machesney Park and 20% to the county.

Mayor Adams said that they talked in the committee evenings last night about the sales tax and gas tax revenue that was approved over the weekend. Mayor Adams stated that the Village should be in better shape next year for some of the road projects.

JAYE QUIMBY, TREASURER

Ms. Quimby advised the Committee that at the end of last week (which was the end of the fiscal year) that she took everything that was in the general fund and paid it back to sewer, but then she had to borrow it back today to cover payroll. Ms. Quimby said that it’s too early in the month and there’s nothing to go toward any of the bills. Ms. Quimby advised that she will wait until next week to pay some bills unless something needs to get paid right away. Ms. Quimby added that we should receive sales tax next week and that typically the Village would have received the first property tax payment by now, but she wasn’t sure when we will receive that.

Ms. Quimby stated that she will not be at the next set of meetings, but that she will cut payroll before leaves.

Mayor Adams inquired if there were enough funds to cover everything that was going to be approved and paid out of water and sewer. Mr. Peterson asked if it was necessary to approve everything for the water and sewer projects now. Mr. Fridly stated that a lot of this stuff needs to get done and that they would like to start the bid process. Mr. Fridly added that not everything was going to be paid for immediately because they are getting quotes or going out to bid on the projects that they would like to have done. Mr. Magnus said that the bids for the projects still need to be approved once they get them. Mr. Fridly said that the final decision is up to the Village Board and how they would like to handle it.

Mr. Peterson inquired when the Village is closing on the old Public Works building. Attorney Szeto advised that the closing will be no later than July 1st. Mayor Adams stated that the $135,000 from the closing will go into the general fund.

JOHN PETERSON, CHAIRMAN

Mr. Peterson advised the Committee that he is going to be asking for a consensus at the Village Board meeting for the $5,000 donation for the Rockton Lions Club for OSD.
