1. Prophet Yusef, of Rockford, Illinois recited scripture and spoke about youth unemployment and the need for training.

2. John Tac Brantley, of Rockford, Illinois spoke about eliminating racism and black on black crime. Mr. Brantley also spoke about an incident that happened at Fairgrounds yesterday and stated he was Pleased with how the police handled the situation.

II. INFORMATION ONLY

A. Fire Equipment Specialist Update

Chief Bergsten stated that the position was added to generate revenue from neighboring fire departments. The revenue has been positive from the additional Fire Equipment Specialist position. With the approval of the Finance Director and City Administrator, the mechanic be full-time to bring in additional revenue.

B. Financial Discussion - July 2019

Carrie Hagerty stated that major revenues are all performing at or above budget, most notably the replacement tax is 22% over the estimate. Use Tax is over budget 17%, sales tax is on budget, and income tax is above the estimate 4.6%.

CIP sales is tax is down 4.1% and motor fuel tax is down 9.2%. The redevelopment fund is up 6.7% year-to-date and hotel/motel tax is on budget.

Ald. Hervey asked how much of the overage in the fire department is due to overtime and how much is due to the capital expenses. Carrie Hagerty explained that overtime expenses are currently $830,348 or 80.7% of the budget. For July, the percentage should be approximately 60%. We have lease proceeds to offset the capital expenses. Ald. Hervey commented on improvements that are needed at the fire stations. Ald. Hervey requested the budget plan for the BMO.

III. RESOLUTIONS

A. Change Order: City-Wide Street Repairs Group 2 to William Charles Construction, of Rockford, Illinois for an additional $150,000.00. The original contract amount was $1,813,245.39; there was a previous change order in the amount of $293,204.79. The total amended contract amount is $2,256,450.18. The funding source is Sales Tax.

Ald. Frost questioned adding the two roads. Ken Mattson explained that after repairs were done, there was enough funds left over to add the two roads. Ald. Frost asked how the Neighborhood Priority Allocation differed from the other Neighborhood funds. Ken Mattson responded there is a separate line item for Neighborhood Priority Allocation in the amount of $500,000. Ald. Hervey asked if the council received the priority list. Tim Hinkens stated that the council members received the list early last year. Staff will send the council members the most updated list.

Ald. Hervey questioned the award based on the bid tab. Chief O’Shea stated he would provide the council members with an answer after speaking with the police training staff.

B. Approval of the proposed trade of 11XX Railroad Avenue (PIN # 11-26-430-014) for the property owned by Jerry Paris at 11XX Railroad Avenue (PIN #11-26- 436-001) to complete the Keith Creek Bank Stabilization project. The Legal Director shall prepare the appropriate ordinance.

C. Approval of an ordinance authorizing and providing for the issue of not to exceed $23,100,000 General Obligation Bonds (Sales Tax Alternate Revenue Source), of the City, for the purpose of constructing and equipping a convention center, a police evidence facility and parking lot improvements, prescribing the details of said bonds, providing for the imposition of taxes to pay the same, and for the collection, segregation and application of certain sales tax receipts to pay said bonds and authorizing the sale of said bonds to the purchaser thereof. The Bond Counsel shall prepare the appropriate ordinance.

Ald. Frost asked if this item was previously voted on. Carrie Hagerty explained that previously council approved the hearing for the bond sale; this is authorizing the actual sale of the bonds. The water meter portion was removed, because the project is not ready to move forward at this time.

D. Approval of the creation of a Camp Hope staffing position for the Juvenile Crime Prevention Initiative. The Camp Hope initiative is a crime prevention strategy aimed at reducing the number of juvenile offenders entering the criminal justice system in Rockford, Illinois. The Legal Director shall prepare the appropriate ordinance.

Jennifer Cacciaplagia stated that Camp Hope is a crime preventative initiative aimed at interrupting the trauma that juveniles experience in the home. Approximately 75% of our violent juvenile offenders have been exposed to domestic violence or been victims themselves. Camp Hope is a component of the Family Peace Center. The Mayor's Office applied and was accepted into the Camp Hope Technical Assistance Program. The City also applied for funds under the Project Safe Neighborhood. We passed the initial hurdle to receive funding for the coordinator position for two years. The funding for the position could be tied up for a year until released. We are required to have someone in place by October. Alderman Beck requested the dollar amount. Jennifer responded $101,631 and the position is for three years. We are requesting funding for one of the three years.

Ald. Hervey asked if the City would be reimbursed for the first year and was told no. Ald. Hervey voiced her frustration with kids from other jurisdictions being able to utilize the program. Ald. Frost voiced his frustration with the information received.
