City of Rockton Administration Committee met July 15.

Here is the minutes provided by the committee:

Mr. Peterson called the regular meeting of the Administration Committee to order at 5:30 pm. Members present: Mayor Adams, John Peterson and Arianne Honkamp

Staff present: Chief Dickson and Tricia Diduch

Absent: Dave Winters

Motion by Mrs. Honkamp, second by Mr. Peterson, to waive the reading of and approve the minutes of July 1, 2019. All ayes. Motion approved 2-0.

PUBLIC COMMENT

None.

THE MAYOR – DALE ADAMS

None.

PUBLIC SAFETY & LEGAL – DAVE WINTERS, CHAIRMAN

None.

COMMUNITY DEVELOPMENT & BUDGET – JOHN PETERSON

Motion by Mr. Peterson to approve paying last week’s band, Little Miss Whiskey, for the Rockton River Market (RRM) in the amount of $200, second by Mrs. Honkamp. Roll call. All ayes. Motion approved 2-0.

ADMINISTRATION – ARIANNE HONKAMP

None.

THE CHIEF – STEVE DICKSON

Chief Dickson stated that he asked Atty. Szeto to change back the ordinance so that tobacco possession is an offense. Chief Dickson stated that Atty. Szeto was checking into this and that it should be placed on the agenda for the first meeting in August.

PLANNING AND DEVELOPMENT ADMINISTRATOR – TRICIA DIDUCH

Ms. Diduch stated that she is working on getting the $30,000 grant from the state and that she doesn’t think it will be that much longer.

Ms. Diduch advised that the preliminary Plat No. 9 for Kensington Subdivision is up for approval at the Village Board meeting on July 16, 2019. Mayor Adams said that the retailer plans on installing a 6 foot white vinyl fence where the property meets the subdivision. Mr. Peterson inquired if the residents are aware of the retail business. Ms. Diduch stated that it wasn’t necessary to send notification to the residents unless the Village would like her to do so. Ms. Diduch advised that the final plat will be approved in August and that they would like to break ground on September 3rd or 4th. Mayor Adams stated that he doesn’t anticipate any problems with the plat.

Ms. Diduch stated that the façade grant for the Gem Shop is also up for approval at the Village Board meeting.

Mr. Peterson inquires if Jeremy Oster provided insurance for his special events application. Ms. Diduch stated that Mr. Self had reviewed his application and assumed that it was taken care of. Mr. Peterson stated that he would like to verify that the certificate of liability insurance was submitted to the Village.

Ms. Diduch added that she received a phone call from the City of Loves Park inquiring if everyone in our region was on board for the rules regarding marijuana usage. Ms. Diduch stated that Atty. Szeto was currently looking into this. Chief Dickson advised the Committee that the Illinois Municipal League (IML)

was going to be coming out with guidelines for municipalities. Mayor Adams stated that the Village will wait and see what IML recommends.

EXECUTIVE SESSION

None.

ANY OTHER BUSINESS ALLOWED BY LAW

Mayor Adams stated that the Village received the check for the sale of the old Public Works building ($135,000).

Motion by Mrs. Honkamp, second by Mr. Peterson to adjourn at 5:44 pm.
