City of Rockford City Council met Oct. 28.

Here is the minutes provided by the council:

I. CALL TO ORDER

Legal Director Nicholas Meyer called the meeting to order at 7:04 p.m.

Alderman Chiarelli moved to nominate Alderman Rose to serve as Mayor Pro Tem for this meeting. Alderman Beach seconded the motion. MOTION PREVAILED with a unanimous voice vote (Aldermen Frost and Beck were absent).

II. CLOSED SESSION

1. Motion to Convene into Closed Session in order to discuss Labor Negotiation and Pending Litigation matters.

Alderman Chiarelli moved to convene into Closed Session in order to discuss labor negotiation and pending litigation matters, seconded by Alderman Quinonez. MOTION PREVAILED with a roll call vote (Aldermen Frost and Beck were absent). The meeting convened into Closed Session at 7:06 p.m.

Mayor Pro Tem Rose called the meeting back into Open Session at 7:27 p.m. and the following aldermen were present: Durkee, Gasparini, Tuneberg, Hervey, Ervins, Thompson-Kelly, Hoffman, Rose, Beach, Quinonez, McNeely and Chiarelli (Aldermen Frost and Beck were absent).

RESULT: APPROVED [UNANIMOUS]

III. MOTIONS AND RESOLUTIONS

1. 2019-222-R - Resolution for settlement of the Uninsured Motorist claim (UIM) filed by the Estate of Officer Jamie Cox, deceased, for an amount not to exceed the City of Rockford's Self-Insured Retention (SIR) amount of $500,000.00 (SUSPEND RULE 15)

Alderman Chiarelli, on behalf of the Code and Regulation Committee, read in the resolution and moved to suspend Rule 15. Alderman Hervey seconded the motion. MOTION PREVAILED with a unanimous voice vote (Aldermen Frost and Beck were absent). The resolution was then placed up for passage.

C. Finance and Personnel Committee IV. NEW BUSINESS (ORDINANCES)

1. 2019-214-O - An ordinance approving the terms and provisions applicable to the Central Reporting Unit (CRU) bargaining members in the AFSCME 1058 Collective Bargaining Agreement. The terms include a two percent (2%) wage increase in 2019, 2020, and 2021 for bargaining unit employees effective on January 1 of each respective year. The agreement also includes changes to Article 15.2 – Insurance Coverage and Contributions and a $300 stipend for CRU insurance participants. (SUSPEND RULE 15)

Alderman Hervey, on behalf of the Finance and Personnel Committee, read in the ordinance and moved to suspend Rule 15. Alderman Beach seconded the motion. MOTION PREVAILED with a unanimous voice vote (Aldermen Frost and Beck were absent). The ordinance was then placed up for passage.

V. OFFICERS REPORTS A. Alderman Hervey

Alderman Hervey indicated there would not be a Fifth Ward meeting on Thursday, October 31, 2019. She encouraged the Fifth Ward residents instead to attend the Halloween Trunk-or-Treat event on Marchesano Drive that is being hosted by SwedishAmerican Hospital and the Rockford Fire Department Station 3 on Halloween night from 5:30 to 7:30 p.m.

Alderman Hervey announced the City of Rockford Trick-or-Treating would take place from 5:30 to 7:30 p.m. on Thursday. She encouraged residents to use extreme caution and to watch carefully for children that may be darting into streets or crossing roads while Trick-or-Treating.

B. Alderman Thompson-Kelly

Alderman Thompson-Kelly reminded the council members and city staff to turn in their donations for the Annual Seniors Thanksgiving Luncheon which is scheduled for November 12, 2019. She also directed anyone that is planning to help serve at the luncheon to contact her. Alderman Thompson-Kelly thanked Interim Human Services Director Litesa Wallace and the Human Services Department for their assistance with organizing the luncheon.

The meeting was adjourned at 7:34 p.m.
