Village of Rockton Public Works Committee met Sept. 16.
Here is the minutes provided by the committee:
Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:30 pm. Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus, Jodi May and Don Self
Motion by Mrs. May, second by Mr. Magnus, to waive the reading of and approve the minutes of September 3, 2019. All ayes. Motion approved 3-0.
PUBLIC COMMENT
None.
VILLAGE ENGINEER – KEVIN BUNGE
Village Engineer Kevin Bunge gave his report. A copy of her report is on file with the Village Clerk’s office.
MAYOR - DALE ADAMS
None.
WATER, SEWER, & GARBAGE – SCOTT FRIDLY
Mr. Fridly discussed the change orders for the water towers with the Committee. Mr. Barber provided copies of the change orders and explained the numbers. Mr. Barber stated that the Prairie Street water tower change order in the amount of $44,420 for Jetco is up for approval at the Village Board meeting on September 17, 2019. The Committee discussed the change order for the Wagon Wheel water tower, but there were discrepancies in the numbers. Mr. Fridly suggested that they hold off on approving this change order and wait until the next meeting so Mr. Bunge can look into this further and come back with correct numbers. The Committee was okay with this.
STREETS AND WALKS – CORY MAGNUS
Mr. Magnus stated that he is trying to obtain numbers from gas stations in the Village in reference to their sales. Mr. Magnus is looking further into a possible 1% road tax referendum. Mr. Magnus stated that he would like this added to the next agenda for discussion.
BUILDINGS AND PARKS – JODI MAY
Mrs. May discussed having an “Opening Day” event at the dog park in the spring so that people are aware that the Village has a dog park. Mr. Self stated that the park is open year round, but was open to the idea of having some sort of event to publicize the dog park. Mrs. May suggested having an animal shelter come and selling dog park passes at the park that day. Mr. Self thought this was a good idea, but the Village would have to come up with payment options because a lot of people like to pay with credit or debit cards and those services are available at Village Hall.
Mrs. May also discussed using social media as a way to be transparent with the Committee. Mrs. May stated that she and Mr. Magnus would like to do short Facebook live videos about key points of the Public Works meetings and what’s going on in the Village because this is how a lot of people get their information. The Committee discussed some of the pros and cons of social media. Mrs. May advised the Committee that she would like to add this as a discussion at the Village Board meeting on September 17, 2019.
Mrs. May stated that the special events application for the Hanz Brew Fest is up for approval at the Village Board meeting as well. The event is scheduled for Saturday, September 28th from noon until 6 pm in Settlers Park. The Committee was okay with this.
Mrs. May discussed purchasing LED lights for the downtown buildings with the Committee. Mrs. May stated that this was discussed in the Administration Committee and that they would like to add a contingency that the lights would be approved by the electrician installing them and that they would not exceed $6,100. Mrs. May advised that the extra cost would be to cover a different bulb type and brackets for the lights. Mrs. May added that Mr. Barber was going to contact electricians to make sure that the Village is buying the proper lights for them to install. Mr. Magnus suggested that the Village obtain bids that include lights, labor, etc.and have the job done right. Mr. Fridly asked Mr. Barber to get pricing three different ways (price with the Village purchasing the lights with separate labor, price with providing lights and labor and price with conduits, etc.).
PUBLIC WORKS – DAN BARBER
Mr. Barber provided the Committee with a copy of the Public Works monthly report.
Mr. Barber stated that there was a change from the Porter Brothers addendum in reference to the street patching projects. Mr. Barber stated that Porter Brothers was going to complete Franklin Street, but that William Charles can do the overlay project and save the Village $6,000 - $9,000. Mr. Bunge stated that he contacted three different contractors roughly two months ago to get a ballpark price for Franklin Street and noticed that William Charles was considerably less than what was on the Porter Brothers addendum. Mr. Barber stated that there was a consensus for the Porter Brothers addendum at the last Village Board meeting and that the Village Board is supposed to ratify the consensus for the additional patchwork at the Village Board meeting on September 17, 2019. Mr. Magnus stated that they can ratify the consensus for the other additional patchwork to be completed by Porter Brothers. Mr. Barber said that the amount will be not to exceed $9,962 to Porter Brothers and not to exceed $14,200 to William Charles. The Committee was okay with this.
PARKS & RECREATION DIRECTOR – DON SELF
Mr. Self stated that Riverside Park flooded due to the rain and that the Roscoe Rockton Lions Junior Indians used the athletic park for football. Mr. Self added that this may continue and that all of the athletic teams worked well together at the park.
Mr. Self advised that he contacted Fox Valley Fence at the pool in reference to the baby gate not working properly at the pool. Mr. Self said that he went through six different locks and that he would like them to fabricate a new gate or come up with a solution that’s not plastic.
Mr. Self updated the Committee about the leak at the pool. Mr. Self stated that water is being lost on the outtake system of the flow and that he noticed this after he shut off the pumps. Mr. Self said that he spoke with Bruce Werrbach from the Public Works Department and that there was a break years ago in this general area. Mr. Self stated that they brought out a listening device, turned the pumps back on and could hear an issue going on in the same area. Mr. Self asked if he could call companies to come out and get prices to repair this since the Public Works Department is too busy to try and fix the problem. The Committee was okay with this.
