Village of Rockton Public Works Committee met Nov. 4.

Here is the agenda provided by the committee:

Chairman Fridly called the regular meeting of the Public Works Committee to order at 6:30 pm. Members present: Mayor Adams, Dan Barber, Kevin Bunge, Scott Fridly, Cory Magnus, Jodi May and Don Self

Motion by Mrs. May, second by Mr. Magnus, to waive the reading of and approve the minutes of October 14, 2019. All ayes. Motion approved 3-0.

PUBLIC COMMENT

Keith Walton and Mona Ibrahim, residents at 13277 Glendowery Lane, spoke with the committee in reference to a drainage issue near their home where the water is not leaving the drywell. Mr. Bunge, Village Engineer, sent them a letter outlining the drainage issue and how it can be fixed. Ms. Ibrahim inquired if the Village could extend the drainage pipe near Farm & Fleet. Mr. Bunge stated that if Farm & Fleet is oversized that this could be a possibility. Mr. Bunge added that he has the plans that he can look at and Mr. Barber advised the Committee that he will go look at the detention pond to see how it drains. Mr. Bunge said that he can address a letter/memo to the neighbors that live around the detention pond in reference to this issue.

VILLAGE ENGINEER – KEVIN BUNGE

Village Engineer Kevin Bunge gave his report. A copy of his report is on file with the Village Clerk’s office.

MAYOR - DALE ADAMS

None.

WATER, SEWER, & GARBAGE – SCOTT FRIDLY

Mr. Fridly discussed the invoice that was sent to Scott Wallace in May for sewer repairs at 624 N. Blackhawk Boulevard in the amount of $4,929.03. Mr. Barber stated that the invoice still hasn’t been paid. Mr. Fridly advised Mr. Barber to have the Village send another invoice and if it’s not paid in 30 days to place a lien on the property.

Mr. Fridly said that the valve and hydrant payment request for Northern Illinois Service Company in the amount of $73,033.83 is up for approval at the Village Board meeting on November 5, 2019. The Committee was okay with this.

STREETS AND WALKS – CORY MAGNUS

Mr. Magnus stated that the manhole patch program payment request for Porter Brothers in the amount of $41,292.76 is also up for approval at the Village Board meeting. Mr. Barber advised that he and Mr. McMullen from C.E.S. looked at the patches and questioned some of them, but stated that there is a one year warranty for the patchwork. Mr. Barber stated that they will recheck them in the spring. The Committee was okay with this.

Mr. Magnus stated that Ordinance 2019-21: An Ordinance Providing for and Requiring the Submission of a Proposition for Expenditures on Public Roadway and Sidewalk/Path Infrastructure Improvements Via a One Percent Non-Home Rule Municipal Retailers Occupation Tax and Service Occupation Tax by the Village of Rockton, Winnebago County, Illinois at the General Primary Election to be Held on March 17, 2020 is up for approval at the Village Board Meeting as well. Mr. Magnus commented that this has been discussed in the Administration committee meeting in depth along with this Committee.

BUILDINGS AND PARKS – JODI MAY

Mrs. May discussed the heat repair at Village Hall and waiving the bid process since it was an emergency repair. Mrs. May advised that the repair in the amount of $7,350 for Premier Heating and Air Conditioning is up for approval at the Village Board meeting on November 5, 2019. The Committee was okay with this.

PUBLIC WORKS – DAN BARBER

Mr. Barber discussed the draft ordinance for development and subdivision code with the Committee. Mr. Barber stated that he was given a copy of this from Mr. Bunge and would like the Committee to look it over. Mr. Barber stated that he spoke with Ms. Diduch, Planning and Development Administrator, and that she thought that this ordinance could be tweaked to fit with the Village.

Mr. Barber stated that the Christmas lights are going up on the buildings and should be completed by November 15th.

PARKS & RECREATION DIRECTOR – DON SELF

Mr. Self advised the Committee that he has three different companies giving him prices for a PVC liner for the swimming pool. Mr. Self added that he is also getting prices from two different companies to have the pool professionally painted and that he hopes to have the information at the next meeting or the first meeting in December.

ANY OTHER BUSINESS ALLOWED BY LAW

Mr. Magnus commented that he noticed on the Public Works monthly report that no street sweeping had been done. Mr. Barber stated that Public Works has been busy with other projects and they didn’t have time to complete any street sweeping, but they will be out soon. Mr. Magnus said that Union Street has a lot of leaves on it. Mr. Barber advised that there is an ordinance that states residents cannot blow or put leaves into the street. Mr. Magnus said that we want to keep the leaves out of the storm drains as well. Mayor Adams recommended that they have Ms. Diduch post about leaf burning and refuse pickup in the Village so that residents are aware of this.
