Committee recommends approval of the 2020-2024 Five Year Consolidated Plan, 2020 Annual Action Plan, Analysis of Impediments to Fair Housing Choice, and Neighborhood Revitalization Strategy Area (Community Development Block Grant, HOME Investment Partnerships Program and Emergency Solutions Grants programs) The Legal Director shall prepare the appropriate ordinance.
B. Code and Regulation Committee
1. Committee recommends sustaining the Traffic Commission's approval to establish a “No Parking Any Time” restriction on the west side of Sage Drive from Christy Circle to 150 feet to the north of Christy Circle. The Legal Director shall prepare the appropriate ordinance.
2. Committee recommends sustaining the Traffic Commission's approval to repeal the “No Parking Any Time” except Paratransit restriction on the east side of Woodlawn Avenue from 75 feet south of Ashland Avenue to 95 feet south of Ashland Avenue. Award of Joint Purchasing Contract: Twenty-four (24) Police Vehicles to Currie Motors Fleet, of Forest Park, Illinois in the amount of $749,436.00 for Ford Transit Vans, Police Interceptor Utility Vehicles, and Ford Escapes through the Suburban Purchasing Cooperative. The funding source is Capital Lease Fund.
4. Reject RFP/Solicit RFP: Property Inspection Services. The proposal received was higher than estimated amounts budgeted for this service. Staff recommends rejecting the proposal received and soliciting new proposals. The funding source is Construction Services Operating Budget.
5. Award of RFP: Collection Services to Rockford Mercantile Agency, of Rockford, Illinois for a contract amount of 18% of collections. The contract duration is 1 year with 4 possible 1-year extensions. The funding source is Finance Department Operating Budget.
6. Resolution for Improvement under the Illinois Highway Code for Preliminary Engineering Services for 15th Avenue Bridge Replacement over the Rock River in the amount of $1,000,000.00. The funding source is Motor Fuel Tax Funds.
7. Award of RFP: 15th Avenue Bridge Replacement to Crawford, Murphy & Tilly, of Rockford, Illinois for a contract amount of $586,410.07. The contract duration is 2020-2021. The funding source is Motor Fuel Tax (MFT).
8. Award of Engineering Agreement: 9th Street Reconstruction to Hanson Professional Services Inc., of Rockford, Illinois for a contract amount of $170,267.00. The funding source is Sales Tax.
