Ald. Hervey questioned fund raising for the vehicle. Assistant Deputy Chief Dalke stated that the fund raising had been arranged by private citizens. All of the donations are private and used to support the K9 unit.

Ald. Tuneberg requested more information regarding the expenditure listed on the vouchers for the watch factory. Karl Franzen explained that it was part of their marketing efforts. A firm was hired to do an interior scan; a developer would have the ability to do a virtual walk through of the building.

B. Approval of the Roadway Development Agreement between the City of Rockford and Love's Travel Stops & Country Stores Inc. for the property located at 4628 South Main Street and 3xx U.S. 20 Bypass Highway. The Legal Director shall prepare the appropriate ordinance.
Director Franzen stated that this development agreement with Love's Truck Stop is market driven; they are not receiving any TIF support or City funding. Love's was required to submit a design for the ultimate intersection to IDOT for approval that would consider all of the future development of the surrounding parcels.
