A. Planning and Development Committee

1. Committee recommends approval of the 2020 Funding Agreement and Work Plan with Rockford Area Arts Council. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends approval of the 2020 Funding Agreement and Work Plan with Keep Northern Illinois Beautiful. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of the renewal of a License Agreement between Zion Development Corporation and the City of Rockford for the use of 908 8th Avenue as a Strong House. The Legal Director shall prepare the appropriate ordinance.

B. Code and Regulation Committee

1. Committee recommends:

a. Sustaining the Zoning Board of Appeals’ approval of a Special Use Permit for a Planned Unit Development consisting of a public library that includes a public plaza area, drive–through book drop/pick-up at 215 and 227 North Wyman Street, and 1xx West Jefferson Street; and

b. Reversing the Zoning Board of Appeals’ denial of three (3) wall signs in a C-4, Urban Mixed-Use Zoning District at 215 and 227 North Wyman Street and 1xx West Jefferson Street.

Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends approval of the Intergovernmental Agreement between the City of Rockford and the Board of Library Trustees of the City of Rockford (“Library”) for cooperation on certain improvements for Lot 3 of the Rockford Public Library Planned Unit Development and Access Easement Agreement. The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $5,359,429.24 as approved at the Finance and Personal Committee meeting on February 10, 2020.

2. Committee recommends approval of an Intergovernmental Agreement for US Business 20 (West State Street) from Meridian Road to Springfield Avenue between the City of Rockford and the State of Illinois. The project includes the following:

Relocate Existing Traffic Signal Equipment $500.00 Engineering (15%) $75.00 Total City Participation $575.00

The funding source is Motor Fuel Tax funds. The Legal Director shall prepare the appropriate ordinance.

Committee recommends approval of an Intergovernmental Agreement for US Business 20 (East State Street) from Buckley Drive to Shaw Road between the City of Rockford and the State of Illinois. The City's portion of the signal improvements is listed below:

Traffic Signal Upgrades at Show Place Drive $2,691.00

Traffic Signal Upgrades at University Drive $2,691.00

Engineering (15%) $ 807.00

Total cost $6,189.00

The funding source is Motor Fuel Tax funds. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval of the sale of a city-owned property located at 728 South 6th Street to Maria C. Hernandez for the amount of $25,000.00. In lieu of payment, buyer shall perform all demolition, removal, backfill and labor associated with the property. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends approval of an Agreement to Terminate Financial Assistance Award for Barber Colman from the U.S. Department of Commerce, Economic Development Administration (EDA Investment No. 06-01-06093). The Legal Director shall prepare the appropriate ordinance.

1. Appointment of Jeremiah P. Griffin to the Community Action Agency Board to serve a three-year term and fill a vacant Client Sector Position. (Pursuant to Rule 18, this appointment will be up for passage after March 4, 2020.)

2. Appointment of Anqunette Parham as Executive Director of Human Services Department with an annual salary of $116,979.20.

1. Request for approval of a resolution for authority to intervene on the 2018 Property Tax Appeal Case for Rock River Tower, located at 913 North Main Street (PIN No. 11-23-206-011).

2. St. Patrick's Day Parade

This event is scheduled to be held on Saturday, March 14th from Noon to 5:00 p.m. The parade step-off is at 3:00 p.m. The parade will follow the traditional route beginning at 7th Street and 5th Avenue; North on 7th Street to State Street; West on State to Madison; North on Madison Street ending at Prairie Street

3. Meltfest

This event is scheduled to be held on Saturday, March 21st from 10:00 a.m. to 5:00 p.m. in the parking lot of Prairie Street Brew House, 200 Prairie Street and 500 North Madison from Lafayette to just north of Prairie Street. The run will begin and end in the Prairie Street Brew House lot

4. Midsommar Festival

This event is scheduled to be held on Saturday, June 20th from 10:00 a.m. to 8:00 p.m. at 404 South 3rd Street in the lot across from the Erlander Home Museum

C. Finance and Personnel Committee

1. Award of Bid: 2020 Demolition Program Group 9 to Northern Illinois Service Co., of Rockford, Illinois in the amount of $139,897.00 for the demolition of 1123 Green Street, 1216 Green Street 1227 Green Street (both structures), 330 South Central Avenue, 329 South Central Avenue, 1209 Chestnut Street, 1328 Chestnut Street, 331 Tay Street, 2311 Hecker Avenue, and 1016 Broadway. The funding source is Community Development Block Grant and Broadway TIF.

2. Award of Non-Competitive Contract: Starcom Radio Backup to Rock River Service Company Inc., of Rockford, Illinois in the amount of $54,694.00. The funding source is Police Operating Budget.

3. Award of Professional Services Contract for Engineering Services: 2020 Water System Improvements (Design and Inspection Services) to Fehr Graham, of Rockford, Illinois for a contract amount based on hourly rates (estimated budget $650,000.00). The contract duration is one-year with an option to extend for two one (1) year periods by mutual consent of both the City and the Consultant. The funding source is Water Replacement Improvement Account (WRIA).

4. Resolution for Improvement under the Illinois Highway Code - US Business 20 (West State Street) from Meridian Road to Springfield Avenue for Relocation of Traffic Signal Equipment in the amount of $5,000.00. The funding source is Motor Fuel Tax funds.

5. Resolution for Improvement under the Illinois Highway Code - US Business 20 (East State Street) from Buckley Drive to Shaw Road for Traffic Signal Equipment Upgrades in the amount of $10,000.00. The funding source is Motor Fuel Tax funds.

6. Resolution authorizing the Central Services Manager to execute the contract for Natural Gas Supply to City Facilities for up to three-year term, at rates refreshed on Tuesday, February 18, 2020.
