VI. OFFICERS REPORTS
A. Mayor McNamara
Mayor McNamara mentioned there are several boards and commissions that would have vacancies in the next few months. He asked the council members to be thinking of individuals in their wards that they would like to refer to him for consideration. He informed the council members he would be emailing them more information regarding the vacancies.
Mayor McNamara announced the City of Rockford would be holding a Building a Safer Rockford meeting on Tuesday, February 2, 2020 at 5:30 p.m. at the Burpee Museum of Natural History located at 737 N. Main Street. He indicated the public forum would cover public safety and take a look at the progress made in 2019 and ways the city plans to move forward in 2020.
B. Alderman McNeely
Alderman McNeely thanked Mayor McNamara for his transparency and for returning any political contributions he received from the casino owners and developers who made contributions to his campaign.
Mayor McNamara clarified he returned contributions received from the casino owners and developers beginning in January 2019.
C. Alderman Tuneberg
Alderman Tuneberg expressed his appreciation to Public Works Director Kyle Saunders and Mitch Leatherby for their assistance with several issues in the Third Ward.
D. Alderman Hervey
Alderman Hervey gave honor to Kobe Bryant for his commitment to community service and encouraging young athletes to focus on education as well as sports. She expressed her sentiments for Kobe Bryant and requested a Moment of Silence.
Mayor McNamara then conducted the Moment of Silence in honor of Kobe Bryant.
Alderman Hervey thanked Mayor McNamara for distributing the recycling guidelines. She stated it was her understanding that China was no longer accepting our recycled products and asked if the recycled items that are currently collected end up in the landfill.
Mayor McNamara indicated that China used to accept 100% of our recycling but now they have drastically lowered that amount to an estimated 20% or 30%. He stated recycled items are still being sent to recycling facilities but that the facilities have become more stringent on what items they would process. He explained what types of recyclable items are accepted and the importance of cleaning recyclable items prior to placing them in the recycling bin. He encouraged all citizens to clean recyclable items to ensure they can be processed and don't end up in the landfill.
E. Alderman Ervins
Alderman Ervins reported that Soar Assembly's Grand Opening Service was amazing. He mentioned the church is currently trying to update the facility and he solicited donations to help with remodeling costs.
F. Alderman Hoffman
Alderman Hoffman shared she has family that lives in Mahone Bay, Nova Scotia and she explained ways that community is educating their residents and steps they are taking to improve their recycling program.
G. Alderman Rose
Alderman Rose announced the Women of Today's Manufacturing Annual Scholarship Dinner would be held on Thursday, February 27, 2020 at 5:30 p.m. at Franchesco's Ristorante.
Alderman Rose shared the Amanda Reed Foundation is hosting a fundraiser on Saturday, March 7, 2020 from 5:00 to 9:00 p.m. at the Forest Hills Country Club.
H. Alderman Chiarelli
Alderman Chiarelli indicated he has received numerous complaints of coyotes in the Fourteenth Ward and he voiced his concerns regarding these dangerous animals. He stated the city needs to take action to protect its citizens and their pets before a tragic incident occurs.
Mayor McNamara stated that Mike Dunn from R1 Planning Council has been working on a solution to this situation.
Alderman Durkee noted that the State of Illinois Department of Natural Resources regulates how coyotes should be captured.
Alderman Chiarelli mentioned that he and Director Saunders have been working to find a vendor who captures these animals. He stated once the animals are captured they are killed but he reported the trappers for these dangerous animals are very expensive and residents are unable to afford their fees. He inquired if anyone else has received complaints of coyotes in their wards.
Mayor McNamara indicated he was informed coyotes have been seen in the Rockford Valley College area.
Alderman Hervey shared her experience with a groundhog and the destruction that it caused. She indicated the Department of Natural Resources made Winnebago County stop managing all wild animals and she voiced her concerns regarding this issue.
Director Saunders stated he received a list of licensed contractors who are able to trap these animals from the Illinois Department of Natural Resources. He then explained the challenges involved with trapping coyotes in an urban environment and encouraged residents to stop feeding wild animals.

Alderman Chiarelli moved to convene into Closed Session in order to discuss pending litigation matters, seconded by Alderman McNeely. MOTION PREVAILED with a roll call vote (Aldermen Gasparini and Thompson-Kelly were absent). The meeting convened into Closed Session at 6:54 p.m.
Mayor McNamara called the meeting back into Open Session at 7:33 p.m. and the following aldermen were present: Durkee, Tuneberg, Frost, Hervey, Ervins, Hoffman, Rose, Beach, Quinonez, McNeely and Chiarelli (Aldermen Gasparini, Thompson-Kelly and Beck were absent).
