1. Committee recommends sustaining the Traffic Commission's approval to establish handicapped parking on the west side of Ohio Parkway from 310 feet south of Dartmouth Drive to 370 feet south of Dartmouth Drive, thus repealing the existing 2-hour parking restriction from 7:00 a.m. through 3:00 p.m. on the west side of Ohio Parkway from 310 feet south of Dartmouth Drive to 370 feet south of Dartmouth Drive. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends amending the Traffic Commission's approval to establish a 35 mph Speed Limit on North Lyford Road from East State Street to the City Limits north of Royal Oaks Road. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of the request for modification of an existing Liquor License to add one (1) additional video gaming terminal at Don Carter Lanes Inc. dba Don Carter Lanes – 4007 East State Street. The Legal Director shall prepare the appropriate ordinance. 

4. Committee recommends approval of the request for modification of an existing Liquor License to add one (1) additional video gaming terminal at Big Foot Inc., dba Big Foot Bar & Grill – 1609 South Alpine Road. The Legal Director shall prepare the appropriate ordinance. 

5. Committee recommends approval of the request for modification of an existing Liquor License to add one (1) additional video gaming terminal at Venus Inc. dba My Place Bar & Grill – 4578 Harrison Avenue. The Legal Director shall prepare the appropriate ordinance. 

6. Committee recommends approval of the request for modification of an existing Liquor License to add one (1) additional video gaming terminal at Fraternal Order of Eagles Rockford Aerie No. 392 Inc. dba Fraternal Order of Eagles Rockford Aerie No. 392 Inc. – 3829 11th Street. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends approval of the request for modification of an existing Liquor License to add one (1) additional video gaming terminal at Whiskey’s Roadhouse Inc. dba Whiskey’s Roadhouse – 3207 North Main Street. The Legal Director shall prepare the appropriate ordinance.

8. Committee recommends approval of the request for modification of an existing Liquor License to add one (1) additional video gaming terminal at Tacos San Jose Inc. dba Tacos San Jose – 3725 East State Street. The Legal Director shall prepare the appropriate ordinance.

9. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit to construct a 75-foot high telecommunication tower in a C-2, Limited Commercial Zoning District at 455 Ware Avenue (USOC of Central Illinois, LLC/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

Committee recommends sustaining the Zoning Board of Appeals' approval for a Modification of Special Use Permit#019-17 for the rental, leasing, storage, parking and/or sale of commercial trucks in an I-1, Light Zoning District at 3909 and 3911 Sandy Hollow Road (Enterprise Rent-A-Car Company Midwest, LLC/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance. 

11. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a veterinary clinic in a C-1, Limited Office Zoning District at 7145 Spring Creek Road (Animal Emergency Clinic of Rockford/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Tobacco Products in conjunction with a convenience store in a C-2, Limited Commercial Zoning District at 2209 North Main Street (Mohammed Abdulrap/North Main Convenience Store Inc./Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink in conjunction with a restaurant and video gaming terminals in a C-2, Limited Commercial Zoning District at 3031 and 3035 North Rockton Avenue (Raul Alfaro/Hacienda San Jose Restaurant/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance. 

14. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink in conjunction with a tavern in a C-4, Urban Mixed-Use Zoning District at 1241 Broadway (David Saleh dba David’s Other Corner/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

15. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink in conjunction with a tavern, outdoor beer garden and video gaming terminals in a C-3, General Commercial Zoning District at 4412 Manchester Drive (JLRF, LLC dba Screw City Tavern/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Modification of the Existing Liquor License in conjunction with a restaurant to include video gaming terminals in a C-1, Limited Office Zoning District and R-3, Multi-Family Residential Zoning District at 1631 North Bell School Road (Golf Shack, LLC dba Garrett’s Restaurant & Bar/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance. 

17. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink in conjunction with a conference center in a C-4, Urban Mixed-Use Zoning District at 402 South Main Street (Amerock Hotel Operator, LLC dba Rockford Conference Center/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

18. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for:

a. The Sale of Packaged Liquor in conjunction with a hotel and restaurant with an outdoor seating area in a C-4, Urban Mixed-Use Zoning District at 416 South Main Street (Amerock Hotel Operator, LLC dba Embassy Suites Hotel/Applicant); and

b. The Sale of Liquor by the Drink in conjunction with a hotel and restaurant with an outdoor seating area in a C-4, Urban Mixed-Use Zoning District at 416 South Main Street (Amerock Hotel Operator, LLC dba Embassy Suites Hotel/Applicant).

Subject to conditions. The Legal Director shall prepare the appropriate ordinances.

C. Finance and Personnel Committee

1. Committee recommends approval of the Vouchers in the amount of $5,592,543.28, as approved at the Finance and Personnel Committee meeting on February 24, 2020. 

2. Committee recommends approval of authority to hire a 911 Manager Position. The salary will be paid for by the Winnebago County Emergency Telephone System Board. The Legal Director shall prepare the appropriate ordinance.

1. Appointment of Jeremiah P. Griffin to the Community Action Agency Board to serve a three-year term and fill a vacant Client Sector Position. (Pursuant to Rule 18, this appointment will be up for passage after March 4, 2020.)

1. Resolution authorizing a settlement of the following lawsuits currently pending in Federal Court, Johnson and Ross v. Palmer, 15 CV 50064, and Anderson v. Palmer, 15 CV 50065. (SUSPEND RULE 15)

1. Donation of Used 2012 Ford Wheeled Coach Ambulance to Swedish American Hospital for their EMS training program.

2. Rescind/Award Fire Station #6 HVAC Replacement. Staff recommends rescinding the bid awarded to Temperature Doctors Heating and Cooling, of Rockford, Illinois and awarding to Geostar Mechanical Inc., of Rockford, Illinois in the amount of $58,448.00. The funding source is Fire Department Operating Budget. 

3. Award of Bid: City-Wide Street Repairs Group No. 1-2020 (Arterials) to Rock Road Companies, of Rockford, Illinois in the amount of $665,593.72. The funding source is Motor Fuel Tax Funds.

4. Award of Bid: PCC Patching 2020 to Campos Construction, of Rockford, Illinois for an estimated annual budget amount of $200,000.00, based on unit prices. The contract duration is the date of award through December 31, 2020 with an option to extend for one (1) year by mutual consent of both the City and contractor. The funding source is the Water Fund Operating Budget.

5. Award of Bid: Garage Commercial Labor - Medium & Heavy Duty Trucks to Lakeside International, of Rockford, Illinois for an estimated annual amount of $75,000.00, based on unit pricing. The contract duration is One (1) year with four (4) possible one-year extensions. The funding source is Equipment Fund Operating Budget.

 6. Award of Bid: Traffic Signs & Posts and Finished Signs to Blank Signs – Vulcan Signs, of Foley, Alabama Sign Posts – Newman Signs, of Jamestown, North Dakota Finished Signs – Newman Signs of Jamestown, North Dakota

The estimated total value of all contracts is $26,000.00, based on unit pricing. The duration of the contracts is one-year. The funding source is Traffic Fund Operating Budget. 

7. Award of Joint Purchasing Agreement: Police Dash Mounted Cameras, Laptop Computers, and Docking Stations for 2020 patrol squad cars to CDS Office Technologies, of Itasca, Illinois in the amount of $92,255.00. The funding source is Capital Lease Fund.

8. Change Order: Purchase of Police Vehicles to Currie Motors Fleet, of Forest Park, Illinois. Original Contract Amount $749,436 Current Proposed Change Order $25,911 Amended Contract Amount $775,347 

Since pricing the initial quote and after council awarded the purchase, prices for vehicles have gone up an average of $1,079.00. The increase in expenditures will be offset by the reallocation of equipment, mainly camera equipment, of the vehicles that are being replaced. The funding source is Capital Lease Funds.

9. Award of Engineering Agreement: Whitman Street Rehabilitation (Phase 1 Engineering) to IMEG Corp., of Rockford, Illinois for an amount not-to- exceed $337,760.56. The contract duration is 2020 through 2021. The funding source is Sales Tax.

10. Acceptance of Illinois Heals Grant Award - ICJIA/Victims of Crime Act Funds. The Illinois HEALS (Helping Everyone Access Linked Systems) initiative aims to address child and youth victimization by coordinating prevention and intervention services for victims of crime under age 25 in Rockford, Illinois through the Family Peace Center. The grant amount is $162,741.00.
