A. Head Start Program Governance - Review of Documents February 2020

Head Start Director, Lisa Warren stated that included in the packet is a notice from the Children's Home & Aid Society notifying the City of Rockford they will no longer be providing home visiting services to 20 Head Start children effective March 1, 2020. We are hiring two additional staff to take over those positions, also included is the 2018/2019 annual report for the program.

III. RESOLUTIONS

A. Award of Bid: Police Vehicle Equipment and Installation for 29 police vehicles to Ultra Strobe Communications Inc., of Crystal Lake, Illinois for a contract amount of $219,150.00. The funding source is Capital Lease Funds.

Ald. Hervey asked if the testing was beyond the capability of the lab. J. Rott stated there are a few tests that need to be sent out.

Ald. McNeely questioned not going back out to bid for this item. J. Rott explained that Layne Christensen is the only authorized provider in this region for the type of motor utilized. There were more well failures than anticipated.

F. Resolution for Improvement under the Illinois Highway Code - Highcrest Road from Spring Creek Road to Alpine Road for preliminary engineering services for a report proposing the installation of off-street bicycle facilities in the amount of $200,000.00. The funding source is Motor Fuel Tax Funds.

Jeremy Carter stated in October 2019 staff asked council for permission to submit for a transportation alternatives program grant through R1PC for a sidewalk along Parkview Avenue down to Spring Creek Road; there was also a multi-use path element included. R1PC awarded the City of Rockford a grant, but the City came in second place. Staff provided the council members with an aerial map of the project. The project would include a sidewalk along Parkview Avenue from the School of Medicine to Spring Creek Road and a multi-use path that wraps around Spring Creek and connects to the sidewalks on Highcrest Rd. There would also be signal improvements at Parkview and Highcrest.

The council members discussed the pros and cons for the bike path. Ald. Tuneberg voiced his support for the project.

Mr. Carter stated that the ITEP grant is an 80/20 grant. The estimated cost for the project is $2.1 million; the City would leverage $400,000 in order to receive $1.6 million. Ald. Frost voiced his support for the project.

Originally, Ald. Hervey voted "nay", but changed her vote to move this item out of committee.

I. Award of Engineering Agreement: Parkview Avenue Sidewalk Phase 1 Design to Fehr Graham, of Rockford, Illinois in the amount of $69,500.00. Completion is scheduled for 2021. The funding source is Motor Fuel Tax Funds.

Ald. Hervey questioned the county portion on Spring Brook Road. Jeremy Carter stated that the City would be paying for the county portion. Ald. Hervey voiced her concern with the lack of sidewalks around Auburn High School. City Administrator Cagnoni stated that the City received a TAP grant last year for pedestrian improvements, specifically sidewalks on Pierpont up to Auburn High School. The project is in the design stage.

Ken Mattson stated that this project is included in the CIP. The project is from East High School to Parkside Drive.

K. Resolution authorizing the Central Services Manager to execute a contract for Street Lighting and Well Pumping Electric Supply.

Ald. Hervey voiced concern about solicitors posing as Nicor representatives. Director Hagerty stated that they have sent out press releases in the past what to look out for and will do that again.
