1. CALLTOORDER

The Committee of the Whole meeting was called to order by Administrator Sanders on Tuesday, December 3,2019 at7:28 PM

2. ROLLCALL

Present: Trustees Dunn, Keene, Gustafson, Plock, Mallicoat and Petty

3. APPRoVAL OF MINUTES

3.1 Approval of November 19,2019 COTW Minutes. Administrator Sanders entertained a motion to approve the November 19. 2019 Minutes. Trustee Keene made the motion; seconded by Trustee Petty. Voice Call Vote: All Ayes present. No Nays heard. Motion Passed 6-0-0

4. PUBLIC COMMENT (Limited to 3 minutes per speaker)

None

5. NEWBUSINESS

5.1 Discussion and Recommendation to Board lor approval of an Ordinance initiating a public question for submission to the qualified Electors of the Village of Roscoe of whether the Village should be authorized to levy a Non-Home Rule Retailers' Occupation tax and a Non-Home Rule Service Occupation tax for expenditures on public infrastructure. The Village Board wanted to stress the importance of where these funds will be distributed. Trustee Plock made the motion to approve; seconded by Trustee Keene. Roll Call Vote: Plock, Mallicoat, Petty, Dunn, Keene, and Gustafson. Motion Passed: 6-0-0

5.2 Discussion and Recommendation to Board for approval of a Resolution providing for the commitment of funds associated with I.0% Local Sales Tax to be used exclusively for maintenance, repair, and construction for public infrastructure. Trustee Dunn made the motion to approve; seconded by Trustee Keene Roll call Vote: Trustee Mallicoat, Dunn, Keene, Gustafson, plock and petty. Motion passed: 6-0-0

5.3 Discussion and Recommendation to Board for approval of a Memorandum of Understanding (Mou) to the labor agreement between the village of Roscoe and the Fratemal Order of Police Labor Council amending Section 12.1 Holidays and Section

19.3 Health & Life Insurance, Cost. Trustee Dunn made the motion to approve with the condition that the MOU expire with the current agreement, and not automatically become part of subsequent agreements. Seconded by Trustee Petty. Roll Call Vote: Trustees Petty, Dunn and Mallicoat - Yes Trustees Gustafson, Plock and Keene - No Motion Moves onto Board with No Recommendation.

5.4 Informational presentation on potential residential development of Glenwood Estate Subdivision. Mr. Dan Bauman wants the Village Board to work with him to resume development in the subdivision. He knows that the Village of Roscoe spent a lot ofmoney on the sewer system there. He would like to work out and agreement to make it possible. Administer Sanders gave a brief update on the history with Glenwood Estates.
