CALL TO ORDER

President Costanza called the meeting to order at 6:49pm

APPROVAL OF AGENDA (Voice Vote)

Motion made by Trustee Wethington, Seconded by Trustee Walsh. Motion passed by voice vote.

Motion made by Chairman Miller, Seconded by Trustee Wethington to amend item 4 to say discussion and possible recommendation to village board to approve ordinance 20-02 an ordinance amending section 3, public comment during open meetings, chapter 5, Village Board of trustee, of title 1 of the Village of Poplar Grove, Illinois code of ordinances. Motion passed by voice vote.

APPROVAL OF MINUTES (Voice Vote)

1. Motion to approve minutes from the December 9, 2019 Admin and Zoning meeting. Motion made by Chairman Miller, Seconded by Trustee Wethington. Motion passed by voice vote.

PUBLIC COMMENT Public Comment is encouraged. The Village Board will receive comments from the public, pursuant to State Statutes. Comments will be limited to five minutes on topics relating to the Village of Poplar Grove. Be further advised that matters brought up at this time may be referred to the appropriate committee or individual for further discussion or consideration.

Don Sattler came to speak to the board about the possible park that the Village is going to put in prairie green/Concorde crossing subdivision. He states that his neighbors and himself are against the proposed park and feels it would bring safety issues to his home and others. He states that he is afraid of trash and broken bottles in his yard. Sattler states that he went to 62 homes and most are against the park. Trustees stated that the park is not a sure and is still in the planning stages. No land has been purchased and the Village is in talks with the park district to help with the building of the park.

2. Building Permits & Code Enforcement, B&F Construction Code no questions for B&F

NEW BUSINESS

3. Discussion and possible recommendation to the Village Board to approve Resolution 20-

01 a resolution of the Village of Poplar Grove, Illinois amending various provisions of the Village of Poplar Grove employee handbook.

Motion made by Admin Chairman Quimby, Seconded by Trustee Wethington. Motion passed by voice vote.

This will update the employee handbook to come into compliance with the new cannabis laws.

4. Discussion and possible recommendation to the Village Board to approve ordinance 20-02 an ordinance amending section 3, public comment during open meetings, chapter 5, Village Board of trustee, of title 1 of the Village of Poplar Grove, Illinois code of ordinances

Motion made by Admin Chairman Quimby, Seconded by Trustee Wethington. Motion passed by voice vote.

This ordinance allows sign in sheets for people wanting to speak on agenda items so that the Clerk has a written documentation on who is speaking at meetings.
