1. 2020-111-CR - Ratification and approval of an Intergovernmental Agreement between the Illinois Department of Healthcare and Family Services and the City of Rockford in connection with supplemental ambulance rates.

Mayor McNamara, on behalf of the Finance and Personnel Committee, read in the committee report and placed it up for passage.

The funding source is Water Replacement & Improvement Account (WRIA).

V. OFFICERS REPORTS

A. Alderman Durkee

Alderman Durkee expressed his thoughts regarding Governor Pritzker's Executive Shutdown Order and he stated he feels it was the right thing to do. He shared he hopes with the regulations that Governor Pritzker has put into place, the shutdown will be over soon. Alderman Durkee thanked Mayor McNamara for his leadership and he encouraged citizens to patronize the local businesses that have remained open.

Mayor McNamara thanked Alderman Durkee for the advice he has given to him during the COVID-19 pandemic.

B. Alderman Gasparini

Alderman Gasparini thanked Mayor McNamara for the daily updates and for keeping the citizens of Rockford informed during these unprecedented times.

C. Alderman Tuneberg

Alderman Tuneberg expressed his concern for the local businesses and the hardship this pandemic is placing on them. He stated he hopes we are able to get past this soon and start moving forward.

D. Alderman Frost

Alderman Frost thanked Mayor McNamara for his leadership and city staff for keeping the city running smoothly. He also thanked the citizens of Rockford that are taking the shutdown order seriously and are practicing social distancing.

E. Alderman Hervey

Alderman Hervey expressed her appreciation to city staff, local businesses and residents of the City of Rockford for the way they have handled the COVID-19 crisis.

Alderman Hervey voiced her concerns about bulk garbage collection and she inquired if Rock River Disposal has announced when they would resume picking up bulk garbage.

Mayor McNamara replied and indicated the city was not informed until the evening before the contractor stopped picking up the bulk garbage so staff was unable to notify residents in a timely manner about the change. He shared this is a concern throughout the entire city. He advised the aldermen if there is a major issue in their wards regarding bulk garbage to please contact him or City Administrator Todd Cagnoni.

Alderman Hervey asked for clarification if recyclable garbage needs to be placed inside a plastic garbage bag.

Mayor McNamara informed Alderman Hervey that the recycling needs to fit inside the container but he stated it does not need to be put in a garbage bag. He indicated the information was already distributed but he would make sure it was clarified and posted again.

F. Alderman Thompson-Kelly

Alderman Thompson-Kelly expressed her gratitude to Mayor McNamara and city staff for their guidance and for keeping the community informed during this situation.

G. Alderman Hoffman

Alderman Hoffman thanked Mayor McNamara for keeping the community informed.

She then urged families to refrain from going to parks even though the weather is getting warmer and to continue to practice social distancing.

H. Alderman Beach

Alderman Beach stated he is grateful for all the work Mayor McNamara and city staff are doing during this pandemic. He expressed his concern for the citizens that have lost their jobs and the business owners who have had to close their businesses.

I. Alderman Quinonez

Alderman Quinonez commended Mayor McNamara and city staff for doing a great job of leading our community through this crisis.

J. Alderman McNeely

Alderman McNeely thanked Mayor McNamara, city staff and the citizens of Rockford for adhering to the regulations that have been put into place regarding COVID-19. She shared she is praying for those that have been affected by the coronavirus.

K. Alderman Chiarelli

Alderman Chiarelli expressed his appreciation to Mayor McNamara, the first responders and the medical community who are working so hard during this pandemic. He mentioned he is praying for the community and he shared his concern for the residents and business owners in the City of Rockford.

Mayor McNamara congratulated Alderman Chiarelli on his election as the Winnebago County Chairman and for leading a positive campaign.
