Traffic Commission recommends approval to establish “No Parking Any Time” on the east side of Kilburn Avenue from 125 feet south of Parkside Avenue to 350 feet south of Parkside Avenue, thus repealing the existing restriction “No Parking Any Time” on the east side of Kilburn Avenue from 160 feet south of Parkside Avenue to 240 feet south of Parkside Avenue

VIII. OFFICERS REPORTS

A. Alderman Durkee

Alderman Durkee voiced his frustrations regarding a study that was completed by Unacast regarding social distancing in the City of Rockford. He stated he believes the citizens of Rockford are doing a great job of practicing social distancing.

Alderman Gasparini agreed with Alderman Durkee's comments

B. Alderman Tuneberg

Alderman Tuneberg urged everyone to support the local businesses that have remained open. He also thanked all citizens for complying with the Stay At Home Order.

C. Alderman Frost

Alderman Frost encouraged everyone to continue social distancing so we're able to get past this soon.

D. Alderman Hervey

Alderman Hervey shared that Alicia Neubauer, a supporter and advocate for the downtown area, passed away on Friday. She mentioned the skateboard shop that Alicia and her husband own is a gathering place for skateboarders and it was featured in the documentary, Minding the Gap. Alderman Hervey shared that Alicia's absence would be a huge loss for the entire community and she extended her thoughts and prayers to the Neubauer family.

Mayor McNamara shared that Alicia was a remarkable person who had the unique ability to connect with people and a community on a personal level.

E. Alderman Ervins

Alderman Ervins encouraged everyone to endure the COVID-19 pandemic by focusing on their family and building stronger relationships with those you love most.

Alderman Ervins informed Mayor McNamara that he has been trying to participate in the meeting but he was not being called upon.

Mayor McNamara indicated he must have had his mute button on and he urged Alderman Ervins to connect with Director Trommels for assistance.

F. Alderman Beach

Alderman Beach expressed this deepest sympathies to the family and friends of Alicia Neubauer for their loss. He also thanked Mayor McNamara for the kind words he said on Alicia's behalf.

Alderman Beach commented the Stay At Home Order is producing a lot of family time and he shared churches are coming up with creative ways to stay connected even though they are not able to physically attend services together. He urged everyone to stay safe.

G. Alderman Quinonez

Alderman Quinonez thanked the first responders and medical workers for their service and he shared we would all get through this together.

H. Alderman McNeely

Alderman McNeely reminded citizens to complete the 2020 Census online or by mail. She also encouraged residents to stay home and safe.

Mayor McNamara urged the council members to share posts on social media and encourage residents to complete the 2020 Census. He indicated that due to the pandemic they are unable to have census enumerators going door to door at this time. He shared the 2020 Census numbers directly impact the amount of funds the City of Rockford receives from the Federal Government.

Chief of Staff Wester Wuori indicated they are planning to increase the amount of TV and radio ads to help reach more people while they are at home due to the current regulations. He informed the council members the deadline has been extended and he shared he was hopeful census enumerators would still be able to be in the field even if they were delayed.

Mayor McNamara advised the council members he would have Mr. Wuori give a brief update regarding the response to the 2020 Census during the next City Council meeting.

Mayor McNamara expressed his appreciation to Alderman Chiarelli for making hundreds of handmade masks for seniors and essential workers in this community

Alderman Chiarelli replied and said it has been his honor to be able to serve the community in this way. He then stated the elastic supply is very low and he is in need of 1/4" or 3/8" elastic in order to make additional masks. He directed anyone that may have elastic to contact him.

Mayor McNamara thanked the council members for their hard work and patience with him as he tries to react and navigate through this very fluid situation.

J. Alderman Chiarelli

Alderman Chiarelli extended his sincerest condolences to the family of Alicia Neubauer. He mentioned she served on the Zoning Board of Appeals for many years and he stated she would be greatly missed.

Alderman Chiarelli inquired what should be done with bulk garbage that has been left on the curb since Rock River Disposal is not currently picking it up.

Mayor McNamara replied and stated that city staff is working on a resolution to this issue and he indicated an email would be sent tomorrow with more information.

K. Alderman Rose

Alderman Rose shared the City of Rockford has lost Alicia Neubauer and Juanita MacVenn, two significant women who served our community well. He offered his deepest sympathies to the family of Alicia Neubauer and Juanita MacVenn.

Alderman Rose expressed his appreciation to the first responders, 911 operators, medical personnel and essential workers for their efforts during the COVID-19 pandemic. He also thanked the citizens of Rockford for following the Stay At Home Order.
