The meeting was held via teleconference. Chairman Chiarelli called the meeting to order at 5:32 p.m.

II. COMMITTEE REPORTS

1. 2020-129-CR - Committee recommends sustaining the Traffic Commission's approval to establish “No Parking Any Time” on the east side of Kilburn Avenue from 125 feet south of Parkside Avenue to 350 feet south of Parkside Avenue, thus repealing the existing restriction “No Parking Any Time” on the east side of Kilburn Avenue from 160 feet south of Parkside Avenue to 240 feet south of Parkside Avenue. The Legal Director shall prepare the appropriate ordinance. (LAID OVER 4/6/20)

III. RESOLUTIONS

1. 2020-71-R - Kentucky Derby

This event was originally scheduled for May 1st, May 2nd and May 3rd. Because of the pandemic, the organizers have requested that the event take place on the following dates at the following times:

Friday, September 4th 4 p.m. – 9 p.m.

Saturday, September 5th 9 a.m. – 9 p.m.

Sunday, September 6th 9 a.m. – 9 p.m.

The event will take place on the grounds of Don Carter Lanes located at 4007 East State Street

This annual event will take place on the grounds of Don Carter Lane. Permission has been requested for a banner permit(s), tent permit(s), and for a non-for-profit liquor license for all three (3) days. All costs will be paid by the event organizers.

2. 2020-72-R - Miracle Mile Rockford Cruise & Car Show

This event is scheduled for Saturday, May 23rd from 8 a.m. – 5 p.m. The event will take place in the parking lot located at 4007 East State Street (Don Carter Lanes). Cars will line up at the Rockford Speedway located at 9572 Forest Hills Road, Loves Park, Illinois, and cruise to Don Carter/former CVS parking lot. Chairman Chiarelli read each resolution description for the record.

This is the 3rd year for this family friendly event, which is sponsored by Miracle Mile Rockford.

Permission has been requested for the use of parking lots for the festival areas and banners. All costs will be paid by the event organizers.

This event is scheduled for Saturday, June 6th from 2 p.m. – 10 p.m. The event will take place in the alley adjacent to 513 East State Street (The Office). Chairman Chiarelli read each resolution description for the record.

This event is a kick-off to Pride month in Rockford to celebrate history and promote interest and welfare of the LGBTQ community.

Permission has been requested for alley closure from State Street to Chestnut Street, permission for banner(s) and permission for a promotional liquor permit. All costs will be paid by the event organizers.

This event is scheduled for Monday, May 25th from 8 a.m. – Noon. The parade steps off at 9 a.m. The traditional parade route will begin at 7th Street at 5th Avenue ending at Memorial Hall on the Wyman Street side

This is an annual event to honor fallen Veterans. Permission has been requested for police support, fire support, and traffic control assistance (barricades). The break-down of costs for 2019 are as follows:

This event is scheduled for Saturday, June 27th from 2 p.m. – 8 p.m. The event will take place on Water Street between East State Street and Short Jefferson; Market Street between Water Street and the railroad tracks at the City Market Pavilion

This is an annual event to gather people together outdoors and experience local restaurant cuisine from throughout the Rockford area.

Permission has been requested for the use of city electricity, street parking and parking lot closure at 1 p.m. on Saturday. All costs will be paid by the event organizers.

This is the 34th year for this fall rowing event for colleges, youth, and adult rowing programs sponsored by the YMCA of Rock River Valley Rowing Club.

Permission has been granted for a banner(s) and lane closures. All costs will be paid by the event organizers.

This event is scheduled for Saturday, August 1st from 4:45 p.m. – 8 p.m. The one-mile run will start at 1500 East State Street near Prospect Street and will end at Water Street

This is the 36th year for this one mile run that showcases downtown Rockford and bring the community together and promotes health and fitness.

Permission has been requested for street closures, use of the Market Pavilion in conjunction with RRDP, and use of city electric. All costs will be paid the event organizers.
