Mayor McNamara called the meeting to order at 6:11 a.m. The meeting was held via teleconference.

1. John Tac Brantley submitted a statement that was distributed to Mayor McNamara, the aldermen and Department Heads.

1. 2020-122-CR - Approval of Subaward Agreement with Youth Services Network as part of the Illinois HEALS (Helping Everyone Access Linked Systems) Grant from the Illinois Criminal Justice Information Authority (ICJIA). The proposed subaward with YSN is $87,132.40. As part of the grant award, YSN provides $35,360.00 in cost match.

Mayor McNamara, on behalf of the Finance and Personnel Committee, read in the committee report and placed it up for passage.

V. OFFICERS REPORTS A. Alderman Durkee

Alderman Durkee expressed his feelings and gratitude for Alderman John Beck. He shared Alderman Beck was a remarkable man that went through life with extraordinary grace and dignity. He spoke about how Alderman Beck never let his handicap stop him from accomplishing things and impacting this community that he loved so much. Alderman Durkee stated that Alderman Beck would be greatly missed.

B. Alderman Gasparini

Alderman Gasparini commented how kind and welcoming Alderman Beck was to him and he offered his condolences to Alderman Beck's family.

C. Alderman Tuneberg

Alderman Tuneberg mentioned he worked closely with Alderman Beck on several projects since their wards were adjacent to each other. He stated Alderman Beck was a great man and he will be missed dearly. He extended his condolences to Alderman Beck's family, friends and constituents.

D. Alderman Frost

Alderman Frost offered his sincerest sympathies to Alderman Beck's family, friends and co-workers. He shared that Alderman Beck was such a levelheaded alderman who cared for all citizens of Rockford, not just the residents in the Twelfth Ward. Alderman Frost mentioned that Alderman Beck advocated with great courage and honor for disabled individuals and he served this community in many ways, not only as an alderman for the City of Rockford but also through his work with the Rockford Park District, RAMP and Rockford Cosmopolitan Club. He stated Alderman Beck will be sorely missed.

E. Alderman Hervey

Alderman Hervey shared that Alderman Beck did not let his disability stop him from living life to the fullest and making this community a better place for everyone. She mentioned he sold poinsettias every year at Christmas time as a fundraiser for the Cosmopolitan Club. Alderman Hervey indicated Alderman Beck advocated with tremendous grace for people with disabilities and he was always looking for ways to make things more accessible for those in wheelchairs.

F. Alderman Ervins

Alderman Ervins stated he was honored to have served on City Council with such an incredible man as Alderman Beck. He spoke about how much Alderman Beck has impacted this community and he offered his sympathies to Alderman Beck’s family.

G. Alderman Thompson-Kelly

Alderman Thompson-Kelly gave honor to Alderman Beck for the 40 years of service he gave to this community. She then requested the City of Rockford fly the City flag at half- staff in honor of Alderman Beck.

Mayor McNamara indicated he contacted the governor’s office and was given authority to fly all of the flags at City Hall at half-staff in honor of Alderman John Beck.

H. Alderman Hoffman

Alderman Hoffman stated she would not only remember Alderman Beck for his kindness to people but also for his work on the Tethering Law and his compassion for animals.

I. Alderman Rose

Alderman Rose shared he had the utmost respect for Alderman Beck and stated he was a servant leader with a great sense of humor. He indicated the Rockford Register Star wrote a wonderful article about Alderman Beck’s life. Alderman Rose expressed he hopes the Rockford Park District would consider naming a park after Alderman Beck and he stated this was a huge loss for our community.

J. Alderman Beach

Alderman Beach mentioned he spoke with Alderman Beck’s wife today and she shared how much John loved serving as an Alderman for the City of Rockford. He stated Alderman Beck loved people and he put his heart into everything he did. Alderman Beach shared he would miss his friend dearly.

K. Alderman Quinonez

Alderman Quinonez expressed his gratitude for all the guidance Alderman Beck gave to him over the years and indicated he would be missed greatly.

L. Alderman McNeely

Alderman McNeely extended her prayers and deepest sympathies to Alderman Beck’s family.

M. Alderman Chiarelli

Alderman Chiarelli commented he has had the opportunity and honor of sitting next to Alderman Beck since 2013 and he stated he was an extraordinary man. He expressed how blessed he was to have worked with Alderman Beck and he considered him a dear friend. He offered his condolences to Alderman Beck's family, friends and co-workers.

N. Mayor McNamara

Mayor McNamara gave honor to Alderman Beck for his accomplishments and the impact he had on this community. He shared Alderman Beck was a kind, intelligent man with a funny sense of humor. Mayor McNamara indicated the City of Rockford would be working with the Rockford Park District to find a way to honor Alderman Beck's life and legacy in a way that was fitting for such a remarkable person. He extended his heartfelt sympathies to Alderman Beck's family and commented he would be greatly missed.

Alderman Frost requested a Moment of Silence in honor of Alderman John Beck.

Mayor McNamara then led the Moment of Silence.

The meeting was adjourned at 6:36 p.m.
