1. Committee recommends approval of an extension of the Jurisdictional Boundary Line Agreement by and between the Village of Machesney Park and City of Rockford for an additional term of ten (10) years. The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends sustaining the Traffic Commission's approval to establish a “No Parking Any Time” restriction on the east side of Lonergan Drive from Sandy Hollow Road to Stenstrom Road. The Legal Director shall prepare the appropriate ordinance. 

3. Committee recommends sustaining the Traffic Commission's approval to establish a “No Parking 7 a.m. to 4 p.m. Monday through Friday” on the south side of Stenstrom Road from Lonergan Drive to the east end of Stenstrom Road. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends sustaining the Traffic Commission's approval to repeal the “No Parking Any Time” restriction on the east side of Christina Street from 175 feet south of 18th Avenue to 575 feet south of 18th Avenue. The Legal Director shall prepare the appropriate ordinance. 

8. Committee recommends sustaining the Traffic Commission's recommendation that "No Action" be taken on the following item:

a. Establishing a “No Parking Any Time” restriction on one side of North Avenue From John Street to Napoleon Street. 

9. Committee recommends sustaining the Zoning Board of Appeals' denial of a Special Use Permit to construct an 80-foot high wireless communication facility in an R-1, Single-Family Residential Zoning District at 1760 Meadowlark Lane (Josh Watson of Wireless Group Consultants/Applicants).

10. 12. Committee recommends sustaining the Zoning Board of Appeals':

a. Denial for a Variation to increase the maximum permitted business identification wall signs from two (2) to six (6) business identification wall signs in a C-2, Limited Commercial Zoning District; and

b. Approval for a Variation to increase the maximum permitted business identification wall signs from two (2) signs to three (3) business identification wall signs in a C-2, Limited Commercial Zoning District at 2622 Charles Street (McDonald’s USA, LLC/Applicants).  Subject to conditions. The Legal Director shall prepare the appropriate ordinance. 

13. Committee recommends reversing the Liquor and Tobacco Advisory Board's approval for the Sale of Packaged Liquor; but approve the Sale of Packaged Beer and Wine in conjunction with a grocery store in a C-2, Limited Commercial Zoning District at 3118 North Rockton Avenue (Harwinder Kaur d/b/a Rockton Street Market/Applicant). Subject to amended conditions. The Legal Director shall prepare the appropriate ordinance.

14. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Tobacco Products in conjunction with a grocery store in a C-2, Limited Commercial Zoning District at 4302 Sandy Hollow Road (Samih Issa Haddad/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

15. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval of a Modification of an Existing Liquor License in conjunction with a restaurant to include video gaming terminals in a C-4, Urban Mixed-Use Zoning District at 307 South Main Street (Barbara Juarez/Sisters on Main/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance. 

16. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink in conjunction with a restaurant and video gaming in a C-4, Urban Mixed-Use Zoning District at 215 and 217 7th Street (Michael D. McNeely/JJ Fish & Chicken/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance. 

17. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval of a Modification of an Existing Liquor License to allow liquor by the drink in conjunction with a nightclub, banquet hall and video gaming in an R-2 Two-Family Residential Zoning District at 320 Kent Street (Sandra Berumen/Aragona Club/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Packaged Liquor in conjunction with a retail store in a C-2, Limited Commercial Zoning District at 6363 East State Street (Gold Standard Enterprises Inc., dba Binny’s Beverage Depot/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the Sale of Liquor by the Drink in conjunction with a restaurant and an outdoor beer garden in a C-2, Limited Commercial Zoning District at 1132 Auburn Street (JaJaJa Hospitality Inc., dba Der Rathskeller/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

1. Committee recommends approval of the vouchers in the amount of $4,488,853.06 as approved at the Finance and Personnel meeting on June 22, 2020. 

2. Committee recommends approval of the Lease Agreement between the City of Rockford and Red Lamp Inc. d/b/a Blue Line Sports Pub for the property located at 211 A Elm Street for a one (1) year term. The Legal Director shall prepare the appropriate ordinance. 

3. Committee recommends approval of an Intergovernmental Agreement with Rock River Water Reclamation District: Edgebrook Neighborhood Phases 1 and 2 for the replacement of sanitary sewer services, sanitary manholes, water main, and water services within the Edgebrook Area. The Legal Director shall prepare the appropriate ordinance.

2. Award of Bid: 5th Avenue Water Main Replacement to Northern Illinois Service Co., of Rockford, Illinois in the amount of $384,023.75. The project is estimated to be completed by August 21, 2020. The funding source is Water Replacement Improvement Account (WRIA).

3. Award of RFP: Asbestos Testing and Abatement Services to CMM Environmental, of Rockford, Illinois in the amount of $70,000 (based on unit pricing), Anderson Environmental Co., of Rockford, Illinois in the amount of $70,000 (based on unit pricing), and Ironwood Environmental, of Belvidere, Illinois in the amount of $70,000 (based on unit pricing). The funding source is CDBG Funds, Departmental Operating Budgets, and Capital Improvement Funds. 

4. Award of Joint Purchasing Contract: One New Ambulance plus necessary equipment to Fire Service Inc., of St. John, Indiana in the amount of $300,000.00. The funding source is reimbursement from other parties insurance/Fire Department Capital Budget.

5. Award of Bid: City-Wide Street Repairs Group No. 3 to T.C.I. Concrete, of Rockford, Illinois in the amount of $1,641,161.67. The estimated completion date for the project is October 2020. The funding source is Sales Tax.

6. Award of Bid: City-Wide Street Repairs Group No. 4 - 2020 (Alleys) to Norwest Construction, of South Beloit, Illinois in the amount of $496,641.83. The estimated completion date for the project is September 2020. The funding source is Sales Tax. 

7. Award of Joint Purchasing Contract: Six (6) Mobile Data Terminals to CDS Office Technologies, of Itasca, Illinois in the amount of $26,178.00. The funding source is Fire Department Operating Budget.
