A. Planning and Development Committee

1. Committee recommends approval of an Economic Incentive Agreement between the City of Rockford and 2018 DT Sandy Hollow LLC for the redevelopment of 15xx Sandy Hollow Road (former Kmart Shopping Center). The Legal Director shall prepare the appropriate ordinance.

B. Code and Regulation Committee

1. Committee recommends reversing the Traffic Commission's recommendation of “No Action” for the following item:

a. Request to establish traffic control at the intersection of Melrose Street and Cottage Grove Avenue; and 

Committee recommends approval to:

a. Establish that traffic on Cottage Grove Avenue be required to stop prior to entering the intersection of Melrose Street.

The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends approval of Plat No. 3 of Perryville Promenade Subdivision.

3. Committee recommends approval of the PUD and Tentative Plat of OSF St. Anthony Subdivision.

6. Committee recommends approval of the proposed amendments to the City of Rockford Liquor Ordinance – Chapter 3, Articles I and III. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends approval of the proposed revisions to Chapter 25 of the City of Rockford’s Solid Waste Ordinance.

8. Committee recommends approval of the proposed revisions to Section 17- 7 of the City of Rockford Code of Ordinances.

9. Committee recommends approval of the proposed revisions to Section 17- 8 of the City of Rockford Code of Ordinances.

10. Committee recommends sustaining the Zoning Board of Appeals' approval for a:

a. Zoning Map Amendment from R-3, Multi-Family Residential Zoning District to C-2, Limited Commercial Zoning District; and

b. Special Use Permit for a Planned Unit Development for a hospital campus in a C-2, Limited Commercial Zoning District at 5666 East State Street (OSF Healthcare/Applicants).

Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

11. Committee recommends:

a. Sustaining the Zoning Board of Appeals’ Approval of a Special Use Permit for business use to allow tire shop, outside storage for incidental use in a I-1, Light Industrial Zoning District at 1121 Kilburn Avenue (Attorney Christian Solares for Mayra Yesenia Perez and Gregoria Solis/Applicants); and

b. Reversing the Zoning Board of Appeals’ Approval of a Special Use Permit for three (3) 8’ by 40’ storage containers in an I-1, Light Industrial Zoning District at 1121 Kilburn Avenue (Attorney Christian Solares for Mayra Yesenia Perez and Gregoria Solis/Applicants);

Subject to amended conditions. The Legal Director shall prepare the appropriate ordinance.

12. Committee recommends reversing the Liquor and Tobacco Advisory Board's approval for the Sale of Tobacco Products in conjunction with a convenience store in a C-2, Limited Commercial Zoning District at 1706 Rural Street (SamerAlsgaf/Corner Mini Mart, LLC dba Corner Mini Mart/Applicant).

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $8,640,822.88 as approved at the Finance and Personnel Committee meeting held on November 9, 2020.

2. Committee recommends approval of an Intergovernmental Agreement between the City of Rockford and the State of Illinois for Auburn Street Corridor Study for Auburn Street between Springfield Avenue and Main Street (IL-2). The funding source is Federal Participation (SPR funds) (80%) in the amount of $120,000.00 and Local Participation (MFT) funds in the amount of $30,000.00. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approving a Contract between City of Rockford Human Services and Youth Services Network. The Legal Director shall prepare the appropriate ordinance.

4. Committee recomments approval for Rockford Promise NIU Scholarship Program. Proposed Intergovernmental Agreement (IGA) among the Board of Trustees of Northern Illinois University (NIU), Rockford Promise, City of Rockford (City) and the Board of Education Rockford Public School District #205 Boone-Winnebago Counties IL (RPS 205). The Legal Director shall prepare the appropriate ordinance.

VI. MOTIONS AND RESOLUTIONS

A. Planning and Development Committee

1. Committee recommends approval to accept CARES ACT additional Community Development Block Grant Coronavirus (CDBG-CV) funding to support a Microenterprise Loan Program.

B. Code and Regulation Committee

1. Committee recommends approval of Stroll on State Event scheduled for November 28, 2020 in Downtown Rockford and Santa visits from 11:00 a.m. – 4:00 p.m., on November 28th, December 5th, December 12th and December 19th.

C. Finance and Personnel Committee

1. Committee recommends approval of the proposed Cannabis Fund Resolution - creating a Cannabis Fund utilizing the 3% local tax on cannabis sales for the purpose of funding programs for economic and business development; education; youth programming; job training; health; or other financial assistance to individuals, businesses, and communities within the City of Rockford that have been disproportionately impacted by cannabis-related laws.

2. Committee recommends approval of the Contract Renewal: Third Party Administrator for medical and hospital for the 2021 Health Insurance Plan to BlueCross/Blue Shield of Illinois for the contract amount/rates of $54.17 Per Employee Per Month - PPO Plan and $32.25 Per Employee Per Month - HSA Plan, following the reduction for prescription rebate. Total estimated annual administration costs - $699,168 based on 919 PPO participants and 263 HSA participants. The contract duration is one year. The funding source is the Health Insurance Fund.

3. Committee recommends approval of the Contract Renewal - Dental Benefits for 2021 Year Plan with Metropolitan Life Insurance for contract amount/rates of $27.84 Employee Only coverage, $65.75 Employee + One, $126.20 Family. At the current enrollment level the total estimated annual premium will be $1,192,727.00. The contract duration is one year. The funding source is Health Insurance Fund.

4. Committee recommends approval of the Contract Renewal - Employer paid Group Term Life Insurance for City of Rockford Employees with Metropolitan Life Insurance for the contract amount/rates: $.108 per $1,000 of life insurance coverage and $.025 per $1,000 of AD&D coverage. At the current employee count the total estimated annual premium will be $48,251.00. The contract duration is one year. The funding source is Health Insurance Fund.

5. Committee recommends approval of the Award of Non-Competitive Contract: Traffic Signal Equipment to Mobotrex Mobility & Traffic Experts, of Davenport, Iowa for an estimated annual value of $300,000.00. The contract duration is one (1) year. The funding source is Traffic Fund Operating Budget.

6. Committee recommends approval of the Award of Joint Purchasing Contract: Sidewalk Salt (Ice Melt) to Pro-Source, of Rockford, Illinois for an estimated contract amount of $40,000.00, based on unit pricing. The contract duration is one (1) year with four (4) possible one-year extensions. The funding source is Property Fund Operating Budget.

7. Committee recommends approval of the Joint Purchasing Contract: Vehicle Lease Program with Enterprise, of Oak Brook, Illinois for the lease of six 2021 GMC Sierra Double Cab 4x4 trucks (with selected options) for six months. The cost per vehicle is $24,156.00 and lease payments of $2,659.00 from 5/1/2021 to 10/31/2021.The funding source is Departmental Operating Budgets.

8. Committee recommends approval of the Change Order: Janitorial Supplies to SupplyWorks (Home Depot), of Bedford, Massachusetts.

Original contract amount: $70,000.00

Change order amount: $35,000.00

Total Contract amount: $105,000.00

Due to increases in purchases of janitorial supplies associated with COVID response, Staff is requesting an increase to the contract for an additional $35,000.00 annually. The contract is currently in its second extension year, with two extensions remaining. The funding source is Various Operating Budgets.

9. Committee recommends approval of the Award of Engineering Agreement: 2021-2022 Bridge Inspections to H.R. Green Inc., of McHenry, Illinois in the amount of $187,117.07. The contract duration is 2021-2022. The funding source is Motor Fuel Tax Funds.

10. Committee recommends approval of the Resolution for Improvement under the Illinois Highway Code requires Council authorization for use of Motor Fuel Tax funds for 2021-2022 Bridge Inspections in the amount of $200,000.00.

11. Committee recommends approval of the Award of Engineering Agreement: West State Street Sidewalk Gaps Phase 1 to C.E.S., of Belvidere, Illinois in the amount of $23,600.00. The project is estimated to be completed in 2021. The funding source is Sales Tax.

12. Committee recommends approval of the Award of Engineering Agreement: East State Street Sidewalk Gaps Phase 1 to C.E.S., of Belvidere, Illinois in the amount of $39,400.00. The project is estimated to be completed in 2021. The funding source is Sales Tax.

13. Committee recommends approval of the Head Start Self-Assessment Report, Self-Assessment Work Plan and Program Goals.

14. Committee recommends approval and Acceptance of Administration of Children and Families, Office of Head Start Annual Continuation of Head Start/Early Head Start Services for the period of 4/1/2021-3/31/2022, and to accept the award funds.

15. Committee recommends approval of DCEO Economic Support Payments Grant. The City of Rockford has been awarded an Economic Support Payments grant to assist business disrupted by COVID-19 from the State of Illinois Department of Commerce and Economic Opportunity (DCEO). The City applied for $900,000 to assist bars and restaurants that experienced a significant reduction in average monthly revenue in 2020 compared to 2019. The maximum award is $7,500 and will assist approximately 120 businesses.
