II. RESOLUTIONS 

A. 2021-1-R - Award of Bid: 2020 Demolition Group 16 to N-TRAK Group, LLC,  of Loves Park, Illinois in the amount of $124,574.00 for the demolition of 1633  17th Avenue, 704 North Winnebago Street, 916 Willard Avenue, 1722 Westview  Drive, 1226 West Street, 3711 Oak Grove Avenue, 522 Napoleon Street, 2814  Marshall Street, 1120 Greenmount Rear Street, 719 Buckbee Street, 510 Acorn  Street, 1018 12th Avenue/1225 7th Street. The funding source is Community  Development Block Grant (CDBG) and Sanitation Fund.  

Ald. Hervey requested the evaluation process for demolitions. Director Franzen  stated any properties with major problems in any ward, council members can  reach out to himself, Matthew Flores, or Nelson Sjostrom. Staff is working off a  master list of properties that have had fires or something that has caused a  significant change to the structure. Ald. Hervey asked if CDBG funds were  paying for demolitions. Director Franzen responded that CDBG funds are used  and they are also pursuing grants.

B. 2021-2-R - Award of Bid: Network Equipment to Sentinel Technologies, of  Downers Grove, Illinois in the amount of $37,810.00. This equipment will be  utilized at the new Police property and evidence building. The funding source is  Bond Proceeds.

C. 2021-3-R - Award of Non-Competitive Contract: Chemical Feed Equipment,  Supplies and Service to Smith Ecological Systems (SES), of Rockford, Illinois for  an estimated annual contract value of $125,000.00, based on unit pricing. The  contract duration is One (1) year with four (4) possible annual extension options.  Annual price adjustments for CPI considered at renewal only. The funding source  is Water Fund Operating Budget.

D. 2021-4-R - Change Order: LIHEAP Emergency Furnace Mechanical Services to  Total Plumbing and Heating, of Machesney Park, Illinois.  

Original amount: $ 67,616.00 

Change order amount: $171,582.93 

Total revised amount: $239,198.93 

The City of Rockford has received additional funding for assisting with  emergency furnace repairs and replacements for income-qualified homeowners.  The funding source is Illinois Department of Commerce and Economic  Opportunity Office of Energy Assistance Resource Solutions (utility funded  weatherization). 

Ald. Beach questioned the amount of the change order. Director Parham  responded that there had been an increase in requests this year. The program was  extended to nine months this year. In the first three months of the program, there  had been more furnace replacements that in the duration of the program in 2019.  Ald. McNeely requested the number of homes furnaces could be repaired or  replaced. Director Parham stated approximately over 100 homes for LIHEAP  residents in Winnebago and Boone counties.

E. 2021-5-R - Resolution for Improvement under the Illinois Highway Code requires  Council authorization for use of Motor Fuel Tax funds for West State Street  (Phase 2) construction in the amount of $405,547.00.

F. 2021-6-R - Renewal of Contract: Workers' Compensation Excess Policy to Safety  National Casualty Corporation, of St. Louis, Missouri for the Contract  

Amount/Rates: Premium is based on estimated annual payroll of $90,145,567.00  at $.227 per $100 of payroll, for a total estimated annual premium of $204,630.00.  The contract duration is annual renewal. The funding source is Workers'  

Compensation Fund.  

Ald. Durkee asked if the claims warranted paying for the coverage. Director  Hunter responded that this year is the first time in five years we have exceeded  the $100,000 in claims. Ald. Frost recommending doing an analysis on claims.  Director Hunter mentioned the premium increase was due to COVID, the total  claims this year is 447, compared to 210 in 2019.

B. 2021-11-CR - Intergovernmental Agreement between the City of Rockford and  the State of Illinois for the State's US Business 20 (West State Street) from Day  Avenue to Independence Avenue outlining the improvements and responsibilities.  The estimated total cost of the project is $9,200,000. The funding sources are  Federal (HPP) $1,837,391, Federal (NHPP) $5,522,609, State $1,434,453, and the  City $405,458 (MFT).

C. 2021-12-CR - Intergovernmental Agreement between the City of Rockford and  Rock River Water Reclamation District (RRWRD) for Buckbee Creek Bank  Stabilization. The project is estimated to cost approximately $500,000, which  includes the estimated cost of the RRWRD items in this agreement to be $48,500.  RRWRD agrees to reimburse the City 100% of the expenses related to the  agreement's specified items. The funding source is CIP General Fund and  RRWRD funds.  

Tim Hinkens stated that this is the first intergovernmental agreement between the  City and the RRWRD in almost four years. The City seeks to stabilize the  eroding banks of Buckbee Creek between the Union Pacific Railroad tracks and  Yale Drive. The agreement is in coordination between the City and the sanitary  district; we are moving forward in the right direction.

D. 2021-13-CR - Approval of Proposed Sale of city-owned property located at 410  North 4th Street to CMBC Investments, LLC of Rockford, Illinois in the amount  of $1,000.00. The buyer is a contiguous property owner, and is planning on  developing the block once assembly is complete.  

Ald. Hervey asked what the owner would be doing with the property. Mike  Hakanson, Land Transaction Officer responded that CMBC Investments LLC is  the owner of Prairie Street Brewhouse. Ald. Tuneberg stated that the new owner  would be maintaining the property.
