A. Mayor McNamara
Mayor McNamara recognized and welcomed Janessa Wilkins, who was recently elected as the Seventh Ward Alderman.
Mayor McNamara distributed a memorandum regarding the appointment of Tom Okite to the Traffic Commission for a five-year term, effective once Fred Lierman retires. He mentioned that Mr. Lierman was retiring after serving on the Traffic Commission for 50 years. The memorandum indicated that pursuant to Rule 18, the appointment would lay over for 30 days.
Mayor McNamara thanked Community Development Director Karl Franzen for his diligent work to bring more jobs and economic development to Rockford, Illinois. He also thanked Chip Storie and the team at Ingersoll Machine Tools Inc. for breaking ground on the northwest side of Rockford for their Giant Magellan Telescope Project. Mayor McNamara mentioned Ingersoll also built the world's largest 3D-printer here in Rockford, Illinois and they have the second largest 3D-print on site. He stated the company was currently in the process of hiring approximately 20 people.
Mayor McNamara announced the positivity rate in our community was continuing to increase and was currently at 6.6 percent. He urged everyone to continue wearing masks and practicing social distancing. He directed residents to go to WCHD.org to get registered for the COVID-19 vaccination.
Mayor McNamara mentioned tomorrow was Election Day and he wished the council members good luck. He encouraged residents to go vote and have their voices heard.
Mayor McNamara thanked Human Services Director Anqunette Parham for her efforts and working with city staff and Winnebago County to secure $8.3 million dollars to be used for rental assistance. He stated funds were available to renters and landlords and he provided the qualifications required to apply for the Rental Assistance Program. Mayor McNamara asked that the council members share information about the program with their constituents.
Director Parham stated individuals can go to RentHelp.wincoil.us to complete the application.
Mayor McNamara shared that Chad Vandre, a City of Rockford Information Technology employee for 27 years, was tragically killed in a traffic accident over the weekend. He extended his condolences to Chad's sons and his entire family. Mayor McNamara then conducted a Moment of Silence.
B. Alderman Rose
Alderman Rose shared he received a response from Illinois State Representative Cheri Bustos regarding student loan forgiveness and he reported she was working on that issue.
Alderman Rose thanked Vickie Fogel, President of the North End Square Neighborhood Association (NESNA), for her work on two upcoming events for the Ninth Ward residents.
C. Alderman Hoffman
Alderman Hoffman commented she was excited about the Rental Assistance Program and she inquired if there were any programs currently available for mortgage assistance.
Mayor McNamara replied and stated that over the past year the city has offered both rental and mortgage assistance.
Director Parham indicated the Human Services Department has some resources available for mortgage holders that qualify under the income limits. She mentioned she heard last week there may be some federal programs coming that would offer mortgage assistance but at this time she was not aware of any.
D. Alderman McNeely
Alderman McNeely reported she received a call from a constituent indicating that her landlord was evicting tenants and then still wanting them to sign for rental assistance. She inquired as to where the tenant should report the fraud.
Director Parham stated the tenant could contact the City of Rockford Human Services Department to report the fraud. She mentioned that Prairie State Legal Services was offering assistance to individuals that are facing eviction. Legal Director Nicholas Meyer replied and indicated there are processes in place where landlords are unable to proceed through the Winnebago County Circuit Court system for eviction based solely on non-payment of rent. He encouraged individuals that are facing eviction based on non-payment of rent to contact Prairie State Legal Services or the Eviction Help Desk at the Winnebago County Circuit Court.
E. Alderman Hervey
Alderman Hervey announced the Rockford Area Plumbing and Pipe Fitters Local 23 would be accepting applications for their Joint Apprenticeship Training Recruitment beginning May 17, 2021 through January 7, 2022. She indicated the applications can be completed at the Plumbing and Pipe Fitters Local which is located at 4525 Boeing Drive, Rockford, Illinois. She mentioned there is a $20 non-refundable application fee and she encouraged any applicant that needed assistance with the fee to contact her at 815-968- 7682. Alderman Hervey expressed her gratitude to the Plumbing and Pipe Fitters Union for the tremendous job of reaching out to the minority community.
