2. Committee recommends approval of an Intergovernmental Agreement with Winnebago County for a Re-entry Focused Deterrence Program. The Legal Director shall prepare the appropriate ordinance.
3. Committee recommends approval of an ordinance authorizing and providing for the issue of not to exceed $5,750,000.00 Waterworks Revenue Bonds, Junior Lien (IEPA), of the City of Rockford, Winnebago and Ogle Counties, Illinois, for the purposes of paying the costs of improvements to the waterworks system of said City, prescribing all the details of said Bonds and providing for the collections, segregation and distribution of the revenues of said System for the payment of said Bonds. The Legal Director shall prepare the appropriate ordinance.
4. Committee recommends approval of the proposed updates to the City of Rockford Investment Policy. The Legal Director shall prepare the appropriate ordinance.

1. Committee recommends approval of the acceptance of Winnebago County Community Mental Health Board Grant Award in the amount of $2,046,826.10. The grant does not require a cost match. The grant term is from June 1, 2021 to May 31, 2022. The grant award will provide funds for the equipment and expansion of the Rockford Police Department's Crisis Co-Responder Team (CCRT). 2. Committee recommends approval of the Award of Emergency Ambulance Replacement to Fire Service, Inc., of Naperville, Illinois in the amount of $335,058.00. The funding source is Fire Department Operating Budget.
3. Committee recommends approval of the Award of RFP: Child and Adult Care Food Program (CACFP) to Delicious Unlimited, of Gurnee, Illinois for an amount not-to-exceed $26,979.00. The contract duration is one (1) year with four (4) one-year extensions. The funding source is United States Department of Agriculture grant funds through the Illinois State Board of Education.
4. Committee recommends approval of the Award of RFP: Investment Management Services to PFM Asset Management LLC, of Chicago, Illinois for an estimated annual cost of $58,300.00. The contract duration is three (3) years with two (2) one-year extensions, with the ability to terminate for convenience by either party at any time. The funding source is the Finance Department Operating Budget.
5. Committee recommends approval of the Award of RFP: Historic Survey of Industrial Buildings 1850-1930 to Benjamin Historic Certifications, LLC, of Highland Park, Illinois in the amount of $35,000.00. The funding source is State of Illinois Grant (IDNR CLG), Community & Economic Development Operating Budget and Private Funding.

Committee recommends approval of the Approval of acceptance of a FY 2021, United States Department of the Interior, National Park Service, Certified Local Government (CLG) grant administered by the Illinois Department of Natural Resources in the amount of $19,000.00. The grant term is from October 1, 2019 to September 30, 2022.
7. Committee recommends approval of the Renewal of Contract: Benefits Consulting and Data Warehouse to Rockford Consulting and Brokerage, Inc., of Rockford, Illinois in the amount of $136,156.00 for consulting fees and annual licensing fee in the amount of $75,000.00 for HIPAA Compliant Data Warehouse Licensing. The contract duration is two (2) years with two (2) one-year renewals. The funding source is Health Insurance Fund.
8. Committee recommends approval of the Application and Agreement for ComEd Energy Efficiency Program Project A: Streetlights in Distressed Communities Incentive.

11. Committee recommends approval of the Award of RFP: ComEd Energy Efficiency Program - Project B to Utility Dynamics Corp., of Oswego, Illinois in the amount of $295,152.00. The total project is estimated to be $658,352.00 with ComEd Incentive Program covering an estimated $363,200.00. The ComEd program deadline is November 19, 2021. The funding source is Traffic Operating Budget.
12. Committee recommends approval of the Award of Engineering Agreement: Well 34 Water Treatment Facility to Fehr Graham & Associates, Inc., of Rockford, Illinois in the amount of $317,500.00. The project is estimated to be completed the winter of 2021. The funding source is Water Replacement Improvement Account (WRIA).
13. Committee recommends approval of the Change Order: IT Service Contract to add three (3) additional positions to Innovative Technology Solutions, LLC (ITS), of Peoria, Illinois for an additional amount of $340,000.00 annually and a new total amount of $1,454,794.00. The funding source is Information Technology Budget.
