1. Reverend Earl Dotson Sr., of Rockford, Illinois recited scripture and spoke about his excitement for development on the west-side of Rockford that would benefit minorities.

2. Terry Seibert, of Rockford, Illinois voiced his frustration with the lack of pride displayed throughout his neighborhood in the City of Rockford. Mr. Seibert also thanked council members for the major projects throughout his neighborhood and thanked Alderman Beach for his service.

3. John Tac Brantley, of Rockford, Illinois recited scripture and spoke about the gun violence over the Fourth of July weekend throughout the U.S.

II. RESOLUTIONS

A. 2021-157-R - Award of Bid: City-Wide Street Repairs Group No. 2 - 2021 (Concrete) to Stenstrom Excavation, of Rockford, Illinois in the amount of $1,707,937.43. The project is estimated to be completed October 15, 2021. The funding source is Sales Tax.
