City of Rockford Code & Regulation Committee Met Aug. 2.

Mayor McNamara called the meeting to order at 5:36 p.m. The invocation was given by Matthew Johnson of Universalist Church.
Mayor McNamara presented a Proclamation to Da Main Attraction (DMA) Dance Team. They are a majorette and hip-hop competitive dance team based on the principles of dedication, self-discipline, confidence, humility and teamwork.
PUBLIC SPEAKERS
1. Rev. Earl Dotson Sr. spoke about economic prosperity in the African American, and Latino communities.
2. John Tac Brantley spoke about accessibility to narcan and the heroine epidemic. He also spoke about the upcoming events for youth at Midway Village, Sand Park, and Hurricane Harbor.
The Mayor announced that there was a special Code and Regulation Committee meeting and turned the meeting over to Co-Chairman Torina.
Ald. Torina called the Code and Regulation meeting to order at 5:52 p.m.
II. COMMITTEE REPORTS
1. Zoning Board of Appeals recommends approval for a Special Use Permit for a drive-thru in conjunction with a fast food restaurant in a C-2, Limited Commercial Zoning District at 1680 North Alpine Road and 4420 Highcrest Road (Nick DeBruler and Highcrest Centre, LLC/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.
There were no questions, or concerns regarding this matter. A MOTION was made by Ald. Bonne to SUSTAIN ZBA. The motion was SECONDED by Ald. Durkee.
Approval is subject to the following conditions:
1. Must meet all applicable Building and Fire Codes
2. Submittal of Building Permits for staff’s review and approval
3. Submittal of a revised landscaping plan with the existing and proposed landscaping that includes plant species and size for staff’s review and approval
4. The property be developed as per site plan (Exhibit E) and revised landscaping plans
5. Submittal of a Parking Lot Permit for site and landscaping work to be completed within the proposed shopping center lot to Staff for review and approval
6. Submittal of Dumpster Enclosure permit with a dumpster detail and rendering
for staff’s review and approval
7. Must obtain separate permits for signage and signs must be constructed to match building design and in accordance with plans approved by staff
8. Relocation of the existing shopping center sign from the proposed fast food lot to the proposed shopping center lot by September 1, 2022. Sign relocation will require a sign permit and compliance with current sign regulations
9. Submittal of photometric plan with fixture details and fixture specifications for staff’s review and approval
10. Must develop building in accordance with Exhibit G, the elevations approved by Staff
11. Approval and recording of the subdivision plat prior to issuance of the building permit for the new restaurant
12. All conditions must be met prior to establishment of use
