1. 2021-199-CR - Approval of Stipulated Agreement between the City of  Rockford, State of Illinois, and Canadian National Railroad (CN) for Railway-Highway Grade Crossing Improvements (Broadway & CN Railroad). The estimated project cost is $382,057.00 and shall be 90% Federal/10% Railroad, with no costs to the City.  

Alderman Frost, on behalf of the Finance and Personnel Committee, read  in the committee report and placed it up for passage.

2. 2021-200-CR - Approval of Agreement with Rock Valley College for the  purpose of providing practical learning and clinical experiences in Head Start in connection with students of Rock Valley College. Legal Director  shall prepare the appropriate ordinance.

III. OFFICERS REPORTS 

A. Alderman McNeely 

Alderman McNeely expressed her frustrations and concerns regarding serious allegations that Rockford Housing Authority has been violating the Fair Housing Act and the Civil  Rights Act. She stated Alderman Karen Hoffman was in violation of the rules by serving on the RHA Board as well as being a City of Rockford Alderman.  

B. Alderman Tuneberg 

Alderman Tuneberg announced the State of Illinois issued a proclamation recognizing August 26, 2021 as "Marines Day". He stated a copy of the proclamation had been distributed to each of the council members. Alderman Tuneberg then thanked all marines for their service to our country.

C. Alderman Wilkins 

Alderman Wilkins thanked city staff and former Alderman Thompson-Kelly for organizing the recent Listening Sessions. She stated the sessions were successful and they were able to complete numerous incident reports on behalf of those that attended the meeting. She mentioned they also educated residents on the procedure of filing incident reports on their own.  

D. Alderman Rose 

Alderman Rose thanked Rob Wilhelmi for his efforts organizing the Race to End Domestic Violence that took place at Sugar River Raceway over the weekend. He indicated the proceeds raise would go to benefit the Family Peace Center. Alderman  Rose shared it was a great event and he congratulated Alderman Frost for finishing as the  fastest alderman. 

E. Alderman Quinonez 

Alderman Quinonez thanked Interim Police Chief Berke for his service to the City of  Rockford and for his assistance in the Eleventh Ward.

1. 2021-191-R - Award of Bid: South East Sidewalk & ADA Repairs Package #2 to N-TRAK Group, of Loves Park, Illinois in the amount of $116,156.20. The project is estimated to be completed on September 30, 2021. The funding source is Sales Tax.

The vehicles will be used in general fund departments and are replacing existing fleet as detailed in the schedule. The funding source is General Fund ($162,593).

Alderman Frost, on behalf of the Finance and Personnel Committee, read in the ordinance and moved to suspend Rule 9. Alderman Rose seconded the motion. MOTION PREVAILED with a unanimous voice vote (Aldermen Logemann and McNeely were absent). The ordinance was then placed up for passage.
