1. Committee recommends sustaining the Traffic Commission's recommendation of "No Action" on the following item:

a. Request to establish a parking restriction of “3-Hour Parking” on the east side of Hall Street from East State Street to East Jefferson Street, thus repealing the existing restriction of “2-Hour Parking” on the east side of Hall Street from East State Street to East Jefferson Street.

2. Committee recommends approval of the Annexation of 4970 Linden Road. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a Planned Unit Development for a museum campus, activities center, baseball field and parking lot in an I-1, Light Industrial Zoning District and R-2, Two-Family Residential Zoning District at 311 15th Avenue, 1706 Magnolia Street, 1611 & 1711 Seminary Street (Attorney Sherry Harlan for International Women’s Baseball Center and Rockford Park District/Applicant). Committee recommends sustaining the Zoning Board of Appeals' approval for a Variation to reduce the front yard setback from 50 feet to 30.5 feet to allow a freestanding canopy over the drive-through lanes along North Perryville Road in a C-2, Limited Commercial Zoning District at 280 North Perryville Road (Gabriela Mosquera of Interplan LLC for Chick-fil A/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends sustaining the Zoning Board of Appeals' recommendation of denial for a Special Use Permit for a Planned Unit Development for indoor residential self-storage warehouses in an R-1 Single-Family Residential Zoning District and a C-1, Limited Office Zoning District at 803 South Mulford Road (Shyam Ahuja/Applicant).

Committee recommends sustaining the Zoning Board of Appeals' approval for a Special Use Permit for a Planned Unit Development consisting of Non-Emergency Medical Transportation office and transportation vehicles in an R-3, Multi-Residential Zoning District at 3427 North Rockton Avenue (Brisa Berumen-Dixon/Applicant). 8. Committee recommends sustaining the Zoning Board of Appeals' approval of a:

a. Zoning Map Amendment from County AG, Agriculture to City RE, Rural Estate; and

b. Special Use Permit for a cemetery in an RE, Rural Estate Residential Zoning District at 4130 Blackhawk Road, 5845 35th Street (Attorney Jim Rodriguez for Muslim Funeral Home of Rockford, Inc./Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

9. Committee recommends sustaining the Zoning Board of Appeals' approval of a Special Use Permit for indoor residential self-storage warehouses and a parking lot in a C-2, Limited Commercial Zoning District at 4830 and 4870 North Main Street and 48xx North Main Road (Constellation Restoration Specialists LLC/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

10. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for the sale of liquor by the drink in conjunction with a tavern in a C-4, urban mixed Use Zoning District at 1241 Broadway/El Patron’s Bar LLC dba El Patron’s Bar/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

11. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for:

a. The sale of packaged liquor; and

b. The sale of tobacco products in conjunction with a gas station and convenience store in an I-1, Light Industrial District at 1909 11th Street (Sean Chinna/Gasland IL LLC dba Gasland/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinances.

12. Committee recommends sustaining the Liquor and Tobacco Advisory Board's approval for:

a. The sale of liquor by the drink in conjunction with a casino with slot machines, outdoor seating area and restaurant; and

b. The sale of tobacco products in conjunction with a casino with slot machines, outdoor seating area and restaurant in a C-3, General Commercial Zoning District at 610 North Bell School Road (815 Entertainment LLC dba Hard Rock Casino Rockford/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinances.

13. Committee recommends approval of the proposed Amendments to Section 3-58 of the City of Rockford Liquor Code for new No Gaming License classifications (class NG-WB and NG-L). The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $5,515,770.90 as approved at the Finance and Personnel Committee meeting held on September 27, 2021.

2. Committee recommends approval of an Intergovernmental Agreement between the City of Rockford and the Illinois Environmental Protection Agency (IEPA) to establish a Long Term Household Hazardous Waste Collection Facility. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of the Purchase Agreement for the sale of city-owned property located at 1200 Rock Street, 12XX South Main Street and 13XX South Main Street (Barber Colman Campus) with J. Jeffers & Co., LLC of Milwaukee, Wisconsin for $500,000.00. The sale of the property is necessary to provide site control that will allow the private developer to invest in completed market studies, engineering, and architectural services of a comprehensive master redevelopment of the property. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends approval of the 2021 Property Tax Levy Ordinance prepared by the Finance Director and accepted in the amount of $55,623,392.00 for the levies in the Corporate, Police Protection, Police Pension, School Crossing Guards, Fire Protection, Fire Pension, Street and Bridge, Judgments, Tuberculosis Sanitarium, Public Library, Public Library Maintenance of Building, Illinois Municipal Retirement, Unemployment Compensation, Worker's Compensation, and Auditing Funds. The final City levy amount will be approximately $47,164,495.00. The Legal Director shall prepare the appropriate ordinance.

5. Committee recommends approval of the 2021 Property Tax Levy for Street and Bridge Purposes from .06% of the value as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford to .10% of the value, as equalized or assessed by the Department of Revenue of all taxable property in the City of Rockford. The Legal Director shall prepare the appropriate ordinance.

6. Committee recommends approval of 2021 Property Tax Abatements. For 2021, the debt service levy is $12,328,216.00 and will be abated in its entirety. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends approval of the 2022 Budget and Appropriation Ordinance. The Legal Director shall prepare the appropriate ordinance.

1. Committee recommends approval of the Award of Bid: North East Sidewalk & ADA Repairs Package #4 to Campos Construction, of Rockford, Illinois in the amount of $88,866.75. The project is estimated to be completed by November 5, 2021. The funding source is Sales Tax.

2. Committee recommends approval of the Award of RFP: Rockford Police Outdoor Range to N-TRAK Group, of Loves Park, Illinois in the amount of $139,456.65. The funding source is Police Department Operating Budget.

3. Committee recommends approval of the Award of Non-Competitive Contract: Water Division Vehicle Purchase to Rock River Ford, of Rockford, Illinois in the amount of $53,687.88 for one (1) 2022 Ford Transit T-150 Cargo Van. The funding source is Water Fund Operating Budget.

4. Committee recommends approval of the Acceptance of HUD, Continuum of Care (COC) Planning Grant Award from the Department of Housing and Urban Development in the amount of $73,873.00. The grant does require a 25% cost match. The grant term is from December 1, 2021 to November 30, 2022.

5. Award of Bid: City-Wide Crack Sealing - 2021 to Complete Asphalt Services, of Pittsfield, Illinois in the amount of $50,000 (32,000 lbs). The project is estimated to be completed by October 29, 2021. The funding source is Sales Tax.
