B. Code and Regulation Committee

1. 2303 16th Avenue

Zoning Board of Appeals recommends approval for a Variation to increase the maximum fence height permitted in the front yard from four feet to six feet along 19th Street in an R-1, Single Family Residential Zoning District at 2303 16th Avenue (Mi Reh/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

2. 1708 West State Street

Zoning Board of Appeals recommends denial for a Special Use Permit consisting of a banquet hall for family gatherings, bridal showers, meetings, fundraisers, and holiday gatherings in a C-3, General Commercial Zoning District at 1708 West State Street (Christopher Bass/Applicant).

3. 1311 North Main Street

Zoning Board of Appeals recommends denial for a Special Use Permit for indoor climate controlled self-storage in a C-2, Limited Commercial Zoning District at 1311 North Main Street (Joseph James Partners LLC/Applicant)

4. Request to enact an Illinois Environmental Protection Agency (IEPA) recognized city-wide groundwater use ordinance for the City of Rockford. The Legal Director shall prepare the appropriate ordinance.

5. Annexation of 747 Waveland Avenue. The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Vouchers in the amount of $26,920,603.53

2. Renewal of the Intergovernmental Agreement for Electronic Citation Program between the City of Rockford and the Winnebago County Circuit Clerk. The Legal Director shall prepare the appropriate ordinance.

3. Approval of a Memorandum of Understanding (MOU) with AFSCME-C regarding the payment of a Recruitment, Retention, and Perfect Attendance Incentive to Head Start staff. The Legal Director shall prepare the appropriate ordinance.

4. Approval of a Memorandum of Understanding (MOU) with community partners for the Rockford Citywide Health Literacy Initiative Grant, funded by the US Department of Health and Human Services Office of Minority Health. The Legal Director shall prepare the appropriate ordinance.

1. Committee recommends approval of the proposed funding (long-term loan) for the Capitalization of a Community Development Financial Institution (CDFI) in partnership with the Northern Illinois Community Development Corporation (NICDC) and the Rockford Local Development Corporation (RLDC) and local Financial Institutions. 1. 2022 Walk for Life

This event is scheduled for Saturday, January 15th from 11 a.m. - 1 p.m.

The gathering place for the event will be 327 South Church Street, which will be followed by a walk through downtown Rockford

2. Motion to Reconsider the amendments to the City of Rockford Liquor Code Article III - Video Gaming Terminals, Sections 142-144 and Section 147. (Ordinance 2021-260-O was passed by City Council on December 20, 2021.)

C. Finance and Personnel Committee

1. Award of Bid: Demolition Group 21 to N-TRAK Group, of Loves Park, Illinois in the amount of $82,615.00 for the demolition of 1014 North Winnebago Street, 1019 South Court Street, 2915 West State Street, 2624 South 5th Street, 1621 Green Street, 3018 10th Street, 3518 Gilbert Avenue, and 728 Bruce Street. The funding source is Community Development Block Grant (CDBG) and Construction Services Division Operating Budget.

2. Award of Bid: Demolition of 1800 Broadway to N-TRAK Group, of Loves Park, Illinois in the amount of $309,174.00. The funding source is Community Development Block Grant (CDBG).

3. Award of Bid: Fire Station Generator Installations - Fire Stations 1, 2, 4, 5, 8, 9 & Fire Shop to Engel Electric, of Rockford, Illinois for Stations 1 & 8 in the amount of $91,512 and Miller Engineering, of Rockford, Illinois for Stations 2, 4, 5, 9 & Fire Shop in the amount of $520,745. The funding source is American Rescue Plan Act (ARPA) Funds.

4. Award of Bid: Window Replacements - Fire Stations 2, 5, 6 & Fire Shop to Sjostrom & Sons, of Rockford, Illinois in the amount of $118,600. The funding source is American Rescue Plan Act (ARPA) Funds.

5. Award of Non-Competitive Contract: Radio Equipment to Rock River Service Company, of Rockford, Illinois in the amount of $101,113.92. This is a one-time purchase. The funding source is ARPA Funds/Fire Department Operating Budget.

6. Award of Non-Competitive Contract: Pre-Incident Planning Software to First Due, of Garden City, New York for a contract amount of $30,000.00. The contract duration is annual. The funding source is Assistance to Firefighters Grant Program (AFG) Grant Funds/Fire Department Operating Budget.

7. Award of RFP: Collection Services to LifeQuest Services, of Wautoma, Wisconsin for 16% of collections, 10% of collections through iDrop, 28% of collections through legal action, plus court costs. The contract duration is one (1) year, with four (4) additional possible one-year extensions. The funding source is deducted from collected ambulance, false alarm, parking, garbage or ordinance violation fees and fines collected.

8. Award of Engineering Agreement: 9th Street Reconstruction and Brooke Road Improvements to C.E.S., of Belvidere, Illinois in the amount of $141,000.00. The project is estimated to be completed in March 2022. The funding source is Sales Tax.

9. Award of Engineering Agreement: Wyman South Parking Deck Structural Repair Plans to Walker Consultants, of Hoffman Estates, Illinois in the amount of $25,000.00. The project is estimated to be completed by December 2022. The funding source is Parking Fund Operating Budget.

10. Award of Engineering Agreement: Main North Parking Deck Structural Repair Plans to Walker Consultants, of Hoffman Estates in the amount of $50,000.00. The project is estimated to be completed by December 2022. The funding source is Parking Fund Operating Budget.
