City of Rockford Code & Regulation Committee met April 25.

1. No Action Traffic Items

Traffic Commission recommends No Action for the following items:

1. A request to repeal the existing parking restriction of “No Parking Any Time” on the west side of Packard Parkway from Carriage Lane to Conklin Drive.

2. A request to establish terrace parking on the south side of Market Street from 80’ east of Madison Street to 175’ east of Madison Street, thus repealing the existing ordinance of terrace parking on the south side of Market Street from 75’ east of Madison Street to 130’ east of Madison Street.

3. A request to establish an all way stop at the intersection of Rockton Avenue and Locust Street, thus repealing the existing traffic control of Locust Street stopping for Rockton Avenue.

2. 1625 East State Street

Zoning Board of Appeals recommends denial for the Modification of Special Use Permit#132-94 to increase the allowable square footage for a free-standing sign from four (4) square feet to eight (8) square feet and to increase the sign height from 30 inches to 48 inches from grade in an R-2, Two-Family Residential Zoning District at 1625 East State Street (Attorney Rene Hernandez/Applicant)

3. 920 North Mulford Road

Zoning Board of Appeals recommends approval for a Zoning Map Amendment from County R-2 to City R-3, Multifamily Residential Zoning District at 920 North Mulford Road (Richard Eby of Eby Realty Group, LLC/Applicant)

4. 3015, 3017 and 30xx Kishwaukee Street

Liquor and Tobacco Advisory Board recommends approval for the Sale of Liquor by the Drink in conjunction with a tavern, restaurant and video gaming terminals in a C-3, General Commercial Zoning District at 3015, 3017 and 30xx Kishwaukee Street (Thomas McDonald/Grant Park Tavern, Inc. dba Grant Park Tavern/Applicant)

5. 2315 Harrison Avenue

Liquor and Tobacco Advisory Board recommends approval for the Sale of Liquor by the Drink in conjunction with a bar, restaurant, tavern and video gaming terminals and denial of outdoor seating in an I-1, Light Industrial Zoning District at 2315 Harrison Avenue/Keegan Poon/The Victory Tap, Inc. dba Victory Tap/Applicant)

6. 1203 7th Street

Liquor and Tobacco Advisory Board recommends approval for:

a. The Sale of Packaged Liquor in conjunction with a liquor and convenience store; and

b. The Sale of Tobacco Products in conjunction with a liquor and convenience store in a C-2, Limited Commercial Zoning District at 1203 7th Street (Sean Chinna/WIN Liquor, Inc. dba WIN Liquor/Applicant)

7. 3848 Broadway

Liquor and Tobacco Advisory Board recommends approval for the Sale of Tobacco Products in conjunction with a tobacco store in a C-2, Limited Commercial Zoning District at 3848 Broadway (Rihab Naji Ahmed Alquhaiti/City Max, Inc. dba City Max/Applicant)

8. 3207 North Main Street

Liquor and Tobacco Advisory Board recommends approval for:

a. A Modification to an Existing Liquor License to add two (2) officers for a liquor license by the drink in conjunction with a bar and grill and video gaming terminals; and

b. A Modification to an Existing Liquor License to add an outdoor beer garden in a C-2, Limited Commercial Zoning District at 3207 North Main Street (Jill Bosselman/Austin W. Bosselman/Jordan L. Bosselman/Whiskey’s Roadhouse, Inc. dba Whiskey’s Roadhouse/Applicants)

9. 2635 11th Street

Liquor and Tobacco Advisory Board recommends approval for the Sale of Tobacco Products in conjunction with a convenience store in a C-3, General Commercial Zoning District at 2635 11th Street (Sufian Alqadhi/Nice Price Convenience, Inc. dba Nice Price Convenience/Applicant)

10. Proposed Amendments to Chapter 5, Division 7, Temporary Outdoor Vehicle Sales

11. Annexation of 920 North Mulford Road

The owner of the subject property has requested the annexation. The parcel will be developed and allow for the expansion of the adjacent assisted living facility

III. RESOLUTIONS

1. Klehm Garden Fair

This event is scheduled for Saturday, June 4th and Sunday, June 5th from 9 a.m. – 5 p.m. each event day. The event location will be on the grounds of Klehm Arboretum located at 2715 South Main Street

2. Rockford Public Library Summer Reading Challenge

This event is scheduled for Saturday, June 4th from 10 a.m. – 1 p.m. The event location will be at 711 North Main Street (Riverfront Museum Campus)

3. Swedish American State Street Mile

This event is scheduled for Saturday, August 6th from 4 p.m. -8:15 p.m. The one mile run will begin at 1500 East State Street near Prospect Street, and will end at Water Street

4. Annexation Agreement for 920 North Mulford Road

The annexation agreement shall run with the property, and shall be 20 years from the date of its execution

5. Resolution Opting Out of Illinois Commerce Commission Regulation of Towing from Private Property
