City of Carlyle Finance Committee Meeting/City Council met June 13.

Here are the minutes provided by the council:

Call to Order/Roll Call

The meeting was called to order by Chairman Don Perez at 6:30 p.m. at Case Halstead Library located at 550 6th Street, Carlyle, IL 62231. Committee members present included Don Perez, John Hodapp, and Jeff Taylor (arrived late). Others present included Kirk Wilkinson, Phyllis Wilkinson, Mike Phalen, Mark Pingsterhaus, Scott Diekemper, Shannon Petrea, Tammy Peters, Mike Jansen, Mayor Judy Smith, Brad Myers, and Martha Reinkensmeyer.

Approval of Minutes

After reviewing the minutes from the June 7, 2022, meeting, John Hodapp made a motion to approve the minutes. Don Perez seconded the motion. After a voice vote, all were found in favor. Jeff Taylor was absent for this motion.

Carlyle in Bloom

Mayor Smith stated that Carlyle in Bloom recently purchased new flowerpots from Mioux and is asking the city to contribute to the purchase of the pots. In the past, the city has purchased the flowers and dirt needed to fill the existing pots downtown and along State Route 127. The invoice received from Mioux has the flowerpots, flowers, and dirt. The invoice total is $4,322.00. After some discussion, John Hodapp made a motion to pay the total amount of the Mioux invoice. Jeff Taylor seconded the motion. After a voice vote, all were found in favor.

Digital Sign

Mayor Smith stated that a conversation was started several years ago at EDC about purchasing a digital welcome sign for Carlyle at the intersection of State Route 127 and New US Highway 50. Mayor Smith stated that she has received proposals and quotes from two companies. Both companies gave quotes just below $65,000.00 She asked the committee if it would like to have the companies present their proposals to council. Jeff Taylor stated that he would like the council to go forward with a digital sign that can be used to support the downtown businesses. Mayor Smith stated that there is money available from video gaming funds to purchase the sign. A conversation was then held regarding the current welcome signs and their state of disrepair. Mayor Smith stated that she is working on ways to replace the other signs, as well. John Hodapp then inquired whether it was possible to get two smaller digital signs for the price of one. Mayor Smith stated that she could contact both companies and ask them to redesign their proposals and bring that to council. John Hodapp made a motion to ask both digital sign companies to redesign their proposals with two slightly smaller digital signs for the same price proposed for one. Jeff Taylor seconded the motion. After a voice vote, all were found in favor.

Budget Update

Brad stated that he made the county aware that it would not be receiving the city’s budget on time. He added that he will have it ready for the council to review at the end of the month. He thanked Office Supervisor Kayla Voss for all the work she put into the budget.

Unfinished Business

Police Chief Mark Pingsterhaus stated that the Police Committee recently allowed him to rent a generator from Oakley Service Inc. for no more than $500 per month until the generator that was ordered is installed. However, he recently received the invoice for the first month and the amount is $536.25. It was the consensus of the committee that Chief Pingsterhaus may rent the generator for $536.25 per month.

New Business

Brad introduced Mike Phalen from Clearwave Communications and stated that he will be speaking at the council meeting.

Executive Session

The committee did not enter executive session.

Adjournment

With no further business to discuss, John Hodapp made a motion to adjourn. Jeff Taylor seconded the motion. Finding all in favor, the meeting was adjourned at 6:54 p.m.
