1. Myla Meeks voiced her concern with trees being removed by ComEd and with the trees being removed birds have been building nests in the back area of her house.
2. Louise Powell requested a one-time payment to have the area landscaped where the trees were removed by ComEd.
3. John Tac Brantley spoke about the need for a bike path on the west-side that would cover Kennedy Middle School, McIntosh, and Auburn High School.
4. Flossie Hoarde voiced her opinions about the lack of opportunity and prosperity for adults and children on the west-side. Ms. Hoarde also spoke about the condition of some of the parks on the west-side.
5. Rev. Earl Dotson, Sr. recited scripture and recited words from the black national anthem. II. RESOLUTIONS
A. 2022-127-R - Award of Bid: 409-411-415 Kishwaukee Street Demolition Package to N-TRAK Group, of Loves Park, Illinois in the amount of $25,970.00. The contract duration is upon completion of demolition group. The funding source is Construction Services Operating Budget.

Ald. Tuneberg commented on the Panhandler's in the City and the services offered in the City of Rockford to help people. Ald. McNeely asked how the funds would be distributed. Director Parham stated the City is the lead for this homeless prevention grant in this area. Community partners are eligible to apply for direct funding from IDHS as part of the collaborative process. This application includes $387,000 that would come to the City and an additional $100,000 would go partially to Hope Haven of DeKalb County which is part of our continuum of care and also Prairie State Legal Services. The application must be submitted to IDHS collaboratively. Ten-percent of the $387,000 would go to administrative costs and case management services; the remaining balance of the grant would go towards rental assistance, down payments, security deposit assistance, mortgage assistance, and utility assistance for those that are currently homeless or facing homelessness. $210,673 is for rental assistance, $25,000 is allocated for mortgage assistance, $110,000 is allocated security deposit assistance, and $3,000 is allocated for utility assistance.
