Village of Rockton Board of Trustees met June 7.

Here are the minutes provided by the board:

Mayor Peterson called the meeting to order at 7:00 pm. 

Present were: Mayor Peterson, Mr. Danielson, Mr. Fridly, Mrs. Honkamp, Ms. May, Mr. Seever, Mr. York and Atty. Szeto 

Staff present: Dan Barber, Tricia Diduch, Corine Hughes and Michele Prather 

APPROVAL OF MINUTES 

Motion by Mr. York, second by Mr. Seever, to waive the reading of the May 17, 2022 Village Board meeting minutes. All ayes. Motion approved 6-0. 

Motion by Ms. May, second by Mr. Fridly, to approve the May 17, 2022 Village Board meeting minutes.  All ayes. Motion approved 6-0. 

Motion by Ms. May, second by Mr. York, to waive the reading of the May 19, 2022 special Village Board  meeting minutes. All ayes. Motion approved 6-0. 

Motion by Mr. Fridly, second by Mrs. Honkamp, to approve the May 17, 2022 special Village Board meeting  minutes. All ayes. Motion approved 6-0. 

AMENDMENTS TO THE AGENDA 

None. 

PUBLIC COMMENT 

Jeff Schelling addressed the Village Board and stated that it is an honor to have Matt Hollinger appointed as  police chief this evening. Mr. Schelling retired from the Rockford Police Department as a sergeant and most  recently retired as police chief in the Village of Durand. Mr. Schelling stated that Matt’s appointment is well  deserved and that he is the vision of integrity, dedication and commitment.  

PUBLIC HEARING IN REGARDS TO THE APPROPRIATION OF FUNDS FOR THE  OPERATION OF THE VILLAGE OF ROCKTON, ILLINOIS FOR THE FISCAL YEAR  BEGINNING JUNE 1, 2022 AND ENDING MAY 31, 2023 

Mayor Peterson opened the public hearing at 7:04 pm. Mayor Peterson went over some of the expenditures  and how the Village is spending its funds this year. Mayor Peterson added that it was not just about making  cuts, but looking at revenue projections. Mayor Peterson stated that the Village took a conservative approach  to revenue and added that there was a $3/month increase in garbage service fees. Hearing no questions or  comments, Mayor Peterson closed the public hearing at 7:07 pm. 

MAYOR PETERSON 

Motion by Mr. York to approve the Knights of Columbus “Tootsie Roll Drive” to be held on Friday, September  16th at the intersection of Salem and Union Streets from 3 – 7 pm, second by Mr. Fridly. Roll call. All ayes.  Motion approved 6-0. 

Motion by Mr. York to approve the appointment of Matt Hollinger as Police Chief, second by Mr. Fridly. Roll  call. All ayes. Motion approved 6-0. The Village Clerk swore in Chief Hollinger. 

Motion by Mr. Fridly to approve the appointment of Michele Prather as Village Collector, second by Mr.  Seever. Roll call. All ayes. Motion approved 6-0. 

Motion by Mr. Fridly to approve the appointment of Corine Hughes as Village Treasurer, second by Ms. May.  Roll call. All ayes. Motion approved 6-0.

VILLAGE ATTORNEY 

None. 

ZONING 

None. 

PUBLIC SAFETY AND LEGAL & BUDGET – MS. MAY 

Motion by Ms. May to approve the 3-year audit proposal from Sikich, second by Mr. Fridly. Roll call. All  ayes. Motion approved 6-0. 

Motion by Ms. May to approve Ordinance 2022-6: An Ordinance Providing the Appropriation of Funds for  the Operation of the Village of Rockton for the Fiscal Year Beginning June 1, 2022 and Ending May 31, 2023,  second by Mr. Seever. Roll call. All ayes. Motion approved 6-0. 

ADMINISTRATION – MR. YORK 

None. 

WATER, SEWER, AND GARBAGE – MR. FRIDLY 

Motion by Mr. Fridly to approve Ordinance 2022-7: An Ordinance Amending Section 50.01 of the Code of  Ordinances of the Village of Rockton, Winnebago County, Illinois Regarding Garbage Collection Fees,  second by Mr. Seever. Roll call. All ayes. Motion approved 6-0. 

Motion by Mr. Fridly to approve Resolution 2022-114: A Resolution of the Village of Rockton, Illinois  Adopting Residential Construction Building and Zoning Checklist, second by Mr. Seever. Roll call. All ayes.  Motion approved 6-0. 

Motion by Mr. Fridly to approve Ordinance 2022-8: Amending Water System Maintenance Fee, second by  Mrs. Honkamp. Roll call. All ayes. Motion approved 6-0. 

COMMUNITY DEVELOPMENT – MR. DANIELSON 

None. 

BUILDINGS AND PARKS – MRS. HONKAMP 

Motion by Mrs. Honkamp to approve the special events application for “Drive 815” to be held June – October  at the Rockton Athletic Fields, second by Mr. Danielson. Roll call. All ayes. Motion approved 6-0. 

Motion by Mrs. Honkamp to approve the fireworks permit application for Old Settlers Days (Sunday, June  19th), second by Mr. Seever. Roll call. All ayes. Motion approved 6-0. 

Motion by Mrs. Honkamp to approve the purchase requisition for Pearson for toilet repairs at the pool bath  house in the amount of $1,755, second by Ms. May. Roll call. All ayes. Motion approved 6-0. 

STREETS AND WALKS – MR. SEEVER 

Motion by Mr. Seever to approve Ordinance 2022-9: An Ordinance Rescinding Ordinance No. 2022-3 and  Amending Chapter 75 of the Code of Ordinances of the Village of Rockton, Illinois Regarding Parking  Schedules to Designate No Parking on Certain Portions of Kocher Street, second by Mr. Fridly. Roll call. All  ayes. Motion approved 6-0. 

EXECUTIVE SESSION 

Motion by Mr. York to adjourn from regular session at 7:26 pm and go into executive session pursuant to 5 ILCS 120/2(c)(1) to discuss the appointment, employment, compensation, discipline, performance, or  dismissal of specific employees, second by Mrs. Honkamp. All ayes. Motion approved 6-0. 

Mayor Peterson called the Village Board meeting back to regular session at 7:37 pm. Roll Call. All Village  Board members were present. 

ACTION ON ITEMS ARISING OUT OF EXECUTIVE SESSION 

Motion by Ms. May to approve Resolution 2022-115: A Resolution of the Village of Rockton, Illinois  Authorizing the Village to Enter Into a Retirement Separation Agreement (David Cotter), second by Mr.  Seever. Roll call. All ayes. Motion approved 6-0. 

Motion by Ms. May to approve Resolution 2022-116: A Resolution of the Village of Rockton, Illinois  Authorizing the Village to Enter Into a Retirement Separation Agreement (Stephen Dickson), second by Mrs.  Honkamp. Roll call. All ayes. Motion approved 6-0. 

Motion by Mr. York to approve Resolution 2022-117: A Resolution of the Village of Rockton, Illinois  Authorizing the Village to Enter Into an Employment Agreement (Matt Hollinger), second by Mrs. Honkamp.  Roll call. All ayes. Motion approved 6-0. 

UNFINISHED BUSINESS 

Ms. May shared the Rockton Police Department activity summary from May 16th – 31st with the Village  Board.  

NEW BUSINESS 

Mayor Peterson stated that it is sad to see Mr. Fridly go and that he will be missed. Mr. Fridly stated that this  was a hard decision to make, but that the current Village Board is a good board and that he feels comfortable  leaving and appreciates what everyone has done for the Village. Mayor Peterson advised the Village Board  that Dan Baumgartner will be appointed at the next Village Board meeting as Village Trustee. Mayor  Peterson added that Mr. Seever will chair the Public Works Committee and that Ms. May will be returning to  the Public Works Committee as well. Mayor Peterson stated that Mr. York will be moving to the Budget &  Finance Committee.  

PAYMENT OF BILLS 

Motion by Mr. York, second by Ms. May, to pay bills in the amount of $301,551.06. Roll call. All ayes.  Motion approved 6-0. 

ADJOURN 

Hearing no further business, motion by Ms. May, second by Mr. Fridly, to adjourn at 7:42 pm. All ayes. Motion approved 6-0.
