A. Financial Discussion - April 2022

Director Hagerty stated that the City has only received 2 of 12 disbursements for Sales Tax to date. Expenses are significantly under budget of which may be related to capital expenses. CIP sales tax is over budget, where the general sales tax is under budget. Motor fuel tax is slightly under budget. The redevelopment/tourism fund is over budget.

B. 2022-146-CR - Approval of the Gifting Agreement for the property donation of 1311 North Main Street to the City of Rockford. Joseph James Partners, LLC has offered to donate the property located at 1311 North Main Street (PINs: 11-14- 430-035 & 11-14-430-034) to the City of Rockford. The City's intended use of the property would be to lease to the non-profit organization "Think Big" as a minority and women-owned small business development center. The Legal Director shall prepare the appropriate ordinance.

Ald. McNeely questioned the cost to improve the property and the lease amount. Director Franzen stated that the estimated property value donation is slightly under $350,000. The renovation costs are estimated at $1.2 million. Ald. McNeely questioned the funding source. Director Franzen stated the funding source is American Rescue Plan Act (ARPA) funds. This is about building an ecosystem and meeting the needs of the community. Ald. McNeely asked if there would be any costs associated with the donation. Director Franzen responded that with the donation, the building would become the City's property. City Administrator Cagnoni stated that once the City learned of the money that would be provided through American Rescue Plan Act (ARPA), staff thought it was important to engage in a number of stake holders that would assist in putting a plan together. This allows us to engage directly with the minority community. Ald. Frost questioned the payment of property taxes. City Administrator Cagnoni explained that the City would need to petition that property taxes not be applied to this building. Director Franzen explained the eco-system as a relationship between different organizations. Ald. Rose voiced his support for the property donation. Director Franzen stated the two individuals that started "Think Big" are long standing entrepreneurs, they have firsthand experience with business development.

A. 2022-116-R - Award of Architectural Service Agreement: 1311 North Main Street to Joseph W. Anderson, Architect, of Rockford, Illinois in the amount of $67,900. The contract duration for Design Construction is 2022-2023. The funding source is American Rescue Plan (ARP) Funds.

Ald. Frost asked why this item was not bid. Director Hagerty explained that architectural services falls under a State law that allows staff to hire directly with council approval.

I. 2022-129-R - Approval of Acceptance of Winnebago County Community Mental Health Tax Board Mobile Integrated Health - Mental Health Program Grant Award in the amount of $2,005,136.28. The grant term is from June 1, 2022 to May 31, 2023 and does not require a cost match. The grant will be used to fund the Mobile integrated Health - Mental Health Program (MIH-MHP), a collaboration between the City of Rockford Fire Department and SwedishAmerican/UW Health.

J. 2022-124-R - Award of Non-Competitive Contract: Emergency Medical Dispatch Software to Priority Dispatch Corp., of Salt Lake City, Utah in the amount of $590,835. The funding source is Winnebago County Mental Health Board Grant.

K. 2022-125-R - Award of Non-Competitive Contract: Gunshot Detection and License Plate Reader (LPR) Cameras to Flock Group, Inc., of Atlanta, Georgia for a contract amount of $294,900 - year 1, $260,000 year 2. The contract duration is two (2) years, following a six (6) month trial. The funding source is Police Department Operating Budget.

Ald. Logemann asked if the police department was going to do a comparison between Shot Spotter and Flock Group. Police Chief Redd stated that Flock Group has technology that Shot Spotter does not. Ald. Logemann asked if the license plate reader had been successful and was told yes. Ald. Logemann requested the number of positive hits with the license plate readers. Police Chief Redd stated that she did not have that information readily available, but would provide it to the aldermen.
