1. Committee recommends approval of the proposal to place for sale city owned parcel located at 4xx Short Horsman Street (PIN No: 11-22-405-018). The Legal Director shall prepare the appropriate ordinance.

2. Committee recommends sustaining the Traffic Commission approval to establish a “No Parking Any Time” restriction on the north side of 23rd Avenue from 15th Street to 575 feet east of 15th Street, thus repealing the existing restriction of the “No Parking Any Time” on the north side of 23rd Avenue from 475 feet to 575 feet east of 15th Street. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends sustaining the Traffic Commission approval to establish a “No Parking Any Time” restriction on the west side of 9th Street from 4th Avenue to 50 feet south of 4th Avenue. The Legal Director shall prepare the appropriate ordinance.

4. Committee recommends sustaining the Traffic Commission recommendation of "No Action" on the following items:

1. A request to establish an all-way stop at the intersection of Welty Avenue and Greenwood Avenue, thus repealing the existing 2-way stop at the intersection of Welty Avenue and Greenwood Avenue;

2. A request to establish an all-way stop at the intersection of Welty Avenue and Jackson Street, thus repealing the existing 2-way stop at the intersection of Welty Avenue and Jackson Street;

3. A request to remove the “Through Street” designation from Welty Avenue from Rural Street to East State Street; and

4. A request to establish an all-way stop at the intersection of Arbutus Road and Williamsburg Road, thus repealing the existing one-way control of Williamsburg Road stopping for Arbutus Road.

5. Committee recommends approval of the Annexation of 3828 Spring Creek Road (PIN No: 12-17-103-001). The Legal Director shall prepare the appropriate ordinance.

6. Committee recommends sustaining the Zoning Board of Appeals approval for a Mural on a building in a C-4, Urban Mixed-Use Zoning District at 715 North Madison Street (Emily Klonicki/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

7. Committee recommends sustaining the Zoning Board of Appeals approval for a Special Use Permit for a Two-Family Residence in a C-4, Urban Mixed-Use Zoning at 1630 Broadway (FFC Properties, LLC/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance

Committee recommends sustaining the Zoning Board of Appeals approval for a Special Use Permit for six (6) residential units in a C-2, Limited Commercial Zoning District at 1661 and 1667 Charles Street (FFC Properties, LLC/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

9. Committee recommends denial of the Variation to increase the maximum allowed height of a fence in the front yard from four (4) feet to six (6) feet along Camlin Avenue in an R-1, Single-Family Residential Zoning District at 1839 Melrose Street (Nicole Lynch/Applicant), thus reversing the Zoning Board of Appeals recommendation of approval.

10. Committee recommends sustaining the Zoning Board of Appeals approval of a Special Use Permit for a bed and breakfast in an R-2, Two-Family Residential Zoning District at 1535 East State Street (Alan Patterson/Applicant). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

11. Committee recommends sustaining the Liquor and Tobacco Advisory Board approval for the Sale of Liquor by the Drink in conjunction with a sports complex in a C-4, Urban Mixed-Use Zoning District and an I-1, Light Industrial Zoning District at 305 South Madison Street (Rockford Park District dba UW Health Sports Factory/Courtside Grill/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

12. Committee recommends sustaining the Liquor and Tobacco Advisory Board approval for the Sale of Liquor by the Drink in conjunction with a recreational facility clubhouse, banquet hall, temporary bars and beverage carts in an RE, Rural Estate Zoning District, and R-1, Single-Family Residential Zoning District at 1902 Reid Farm Road (Rockford Park District dba Aldeen Golf Club, Illinois Bank & Trust Pavilion/Applicants). Subject to conditions. The Legal Director shall prepare the appropriate ordinance.

C. Finance and Personnel Committee

1. Committee recommends approval of the vouchers in the amount of $15,449,136.29 as approved at the Finance and Personnel Committee meeting on June 27, 2022.

2. Committee recommends approval of the proposed sale of city-owned property located at 1430 North Court Street (PIN No: 11-14-402-014) to Rafael and Juana Esquivias in the amount of $1,000.00. Mr. & Mrs. Esquivias are adjacent property owners. The Legal Director shall prepare the appropriate ordinance.

3. Committee recommends approval of a Memorandum of Understanding between AFSCME Council 31, Local 1058-C and the City of Rockford for extension of the payment of a Recruitment, Retention, and Perfect Attendance Incentives using grant funds to Head Start Staff. The Legal Director shall prepare the appropriate ordinance.

A. Planning and Development Committee

1. Committee recommends approval of the proposed Amended Amerock-TIF Resolution calling for a Public Hearing and convening a Joint Review Board in connection with the approval of the Second Amendment to the Redevelopment Plan and Project for the amendment to the designation of the Amended Amerock-Hotel Redevelopment Project Area.

B. Code and Regulation Committee

1. Committee recommends approval of the Annexation Agreement for 3828 Spring Creek Road.

C. Finance and Personnel Committee

1. Committee recommends approval of the Award of Bid: Demolition of 3045 and 3049 Kishwaukee to Northern Illinois Service Co., of Rockford, Illinois in the amount of $53,550.00. The funding source is Construction Services Operating Budget and Illinois Housing Development Authority (IHDA).

2. Committee recommends approval of the Award of Bid: City Yards Building Demolition Package to N-TRAK Group, of Loves Park, Illinois in the amount of $834,000.00. The project is estimated to be completed by May 2023. The funding source is American Rescue Plan Act Funds (ARPA).

3. Committee recommends approval of the Award of Bid: On-Call Private Lead Service Replacement Program to DPI Construction, of Pecatonica, Illinois and N-TRAK Group, of Loves Park, Illinois for an estimated annual contract value of $200,000.00 (based on unit pricing). The contract duration is one (1) year with four (4) possible annual extension options. Annual price adjustments for CPI considered at contract renewal only. The funding source is Water Replacement Improvement Account (WRIA).

4. Committee recommends approval of the Rejection of Bid: Alpine Road and Linden Road, Traffic Signal Upgrades. It is the recommendation of the Department of Public Works that the bid from William Charles Electric be rejected due to the large variance above the engineer's estimate. This project will be re-bid at a later date and after an evaluation for potential cost saving measures or such time as additional funds can be programmed.

5. Committee recommends approval of the Award of Construction Engineering Agreement: Downtown Streetscape Improvements (Main Street: Mulberry Street to Jefferson Street) to H.R. Green, Inc., of McHenry, Illinois in the amount of $79,078.00. The project is estimated to be completed by October 31, 2022. The funding source is 1% Infrastructure Sales Tax.

6. Committee recommends approval of the Award of Engineering Agreement: 9th Street Reconstruction to C.E.S., of Belvidere, Illinois in the amount of $85,365.00. The project is estimated to be completed by winter of 2022. The funding source is 1% Infrastructure Sales Tax and Community Development Block Grant (CDBG).

7. Committee recommends approval of the Award of Engineering Agreement: Logistics Parkway Phase II (Phase III Construction) to Willett Hofmann & Associates, of Rockford, Illinois in the amount of $201,640.49. The project is estimated to be completed by 2023. The funding source is CIP General Fund ($156,834.17) and Water Replacement Improvement Account (WRIA) ($44,806.32).
